280 Mr. Benest continued it is now time for the Cit Council City c to select one
of three design concepts for the renovation, and once the Council has
approved one of these concepts, Staff will make certain cost decisions
and Eckhardt & Associates will prepare the final plans and specifica-
tions for the installation and renovation work, which will be completed
by the end of the fiscal year.
Mr. Benest concluded Staff recommends the City Council select one of
the concepts and authorize Eckhardt & Associates to proceed with the
project.
Chelo Eckhardt, Secretary/Treasurer of Consuelo Eckhardt Associates,
Inc., introduced to those present Consuelo Eckhardt, President of their
firm, and Ann Paquin, Design Consultant.
Miss Eckhardt said to keep in mind these are design concepts and the
next phase may have changes. Miss Eckhardt stated the Police lobby
is not included in these plans.
Miss Eckhardt then reviewed each design concept and color scheme, advis-
ing that No. 1 is a Classic Contemporary Scheme, which would be very ade-
quate and complement the architecture of our building; No. 2 is a Tradi-
tional Contemporary Scheme, with warmer colors and concept; and No. 3 is
a Progressive Scheme, a new concept, very modern and very 1801s.
Miss Ann Paquin then outlined the materials, patterns, textures, etc.,
to be used, advising the same type of materials will be utilized through-
out, but with different textures. Miss Paquin advised the carpeting
will have a ten year warranty and the upholstery a five year warranty.
Miss Paquin stated they are recommending the use of tile in the high
traffic areas, the lobby and corridors, for better wear and durability,
and vinyl wall coverings. Miss Paquin said the Council Chambers will
have attractive upholstered wall coverings, which will help to muffle
noise and echoes, and offer better acoustics for the Chambers.
Mrs. Consuelo Eckhardt stated the Council will be very pleased with
any of the three designs they might choose, as they will all blend
well with the architectural design of the building, and will adapt to
City,Hall very well.
Miss Eckhardt then stated they are recommending Concept No. 1, as this
plan fits the architectural design of the building the best, it is the
most cost-effective, and the least expensive of the three plans.
Discussion then followed regarding the different materials to be used,
the type of chairs for the Council Chambers, and the P.A. system.
Moved by Councilman Rios, seconded by Councilwoman Cisneros, selecting
and approving Design Concept No. 1 as presented, and authorizing Eck-
hardt & Associates to proceed with the project. Unanimous vote.
CLOSED SESSION:
The City Council adjourned to Closed Session at 6:40 p. m., to discuss
Labor Relations Matters, pursuant to Government Code Section 54957.6,
and reconvened at 8:35 p. m., all Members present.
ADJOURNMENT:
There being no further business to come before the City Council at this
time, Mayor Gonzales adjourned the meeting at 8:35 p. m.
{
HELEN A. RAMOS, CMC
City Clerk
City of Colton
APPrOved this 2nd day Of December, 1986.
Nov 2 5 1.986
