143 <br />Moved by Councilman Rehrer, seconded by Councilman Rios, approving and <br />ratifying Mayor's appointments to the AMIGA Advisory Committee, and <br />approving Resolution No. R-11-86. Motion carried, with Councilwoman <br />Garcia voting NO. <br />RESOLUTION NO. R-11-86 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, CALIFORNIA, APPOINTING MEMBERS OF <br />ADVISORY COMMITTEE OF AGUA MANSA INDUSTRIAL <br />GROWTH ASSOCIATION (AMIGA). <br />PUBLIC HEARINGS: <br />Appeals <br />A & K Development, et al <br />Mayor Huntoon announced this is a continuation of the Public Hearing <br />to consider an Appeal filed by A & K Development on a zone change <br />application and general plan amendment. Mayor Huntoon referred to a <br />letter from Joseph E. Bonadiman & Associates, requesting another two- <br />week continuance on this matter. <br />O Mr. Dick Yost, 23247 Barton Road, Colton, again spoke in opposition to <br />the zone change as proposed. <br />U) Moved by Councilman Rehrer, seconded by Councilman Rios, to approve re - <br />C) quest for continuance of Appeal filed by A & K Development, et al, for <br />Go a two-week period, with notice that this would be the final continuance <br />granted. Unanimous vote. <br />Zoning <br />Ord. 0-2-86 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Planning Director Aguilera reported the City Council previously approv- <br />ed a cooperative agreement with the City of Rialto and counties of <br />Riverside and San Bernardino, and contributed funds for the purpose of <br />hiring a consultant to create a Specific Plan for the area known as the <br />Agua Mansa Industrial Corridor. This area can generally be described <br />as being the land west of Rancho Avenue, south of I-10, north of the <br />Santa Ana River, and east of the westerly City limits. <br />Mr. Aguilera continued the consultants prepared a Specific Plan and <br />EIR which has had various Planning Commission public hearings, as well <br />as public hearings by the counties of Riverside and San Bernardino, and <br />the City of Rialto. The Planning Commission has reviewed the Specific <br />Plan and the most relevant information is that which concerns itself <br />with zoning designations and development standards, which are listed in <br />Section 4.2 "Development Plan". <br />Mr. Aguilera said the Planning Commission has observed that the Plan <br />proposes very little actual change from the existing zoning to the <br />proposed zoning, and those changes which will be of importance are - <br />the area along Rancho Avenue currently zoned R-1, M-1, and M-2 will be <br />changed to Industrial Park; the area south of Agua Mansa Road currently <br />zoned M-1, FP -2/M-1, and FP -2/M-2 will be zoned for Agricultural since <br />it is within the flood plain. <br />Mr. Aguilera stated the environmental document attached to the Agua <br />Mansa Industrial Corridor Specific Plan document has been reviewed by <br />the Planning Commission and found to be adequate. The EIR report pre- <br />pared by the consulting firm of Willdan & Associates identifies sever- <br />al environmental impacts which cannot be mitigated, as outlined in <br />Chapter 5, Section 5.1, beginning on Page 5-1. The consultants, how- <br />ever, have prepared a list of findings and overriding considerations <br />which is the vehicle allowed by law in order to find that an unmiti- <br />gatable environmental impact does not prevent a viable project from <br />being approved. <br />FEB 41986► <br />
