144 Mr. Aguilera concluded if the Council agrees with Planning Commission Resolution No. 2067, regarding the zone change, and finds the EIR to be adequate, Staff would recommend passing First Reading of Ordinance No. 0-2-86, and withhold acceptance of the final EIR until Second Reading of the Ordinance on February 18, 1986. Mayor Huntoon asked if anyone present desired to speak on this matter. City Clerk Ramos stated she had just been handed a protest petition, signed by five property owners, on this matter. Speaking in favor of the proposed zone changes was: Ernie Eager, Willdan & Associates Speaking in opposition to the proposed zone changes were: Mrs. Yolanda Lopez, 789 West F Street, Colton. Mr. Wes Stewart. Miss Rosemary Colunga, 545 West 0 Street, Colton. City Attorney Edwards then read the protest petition in full, as pre- sented to City Clerk Ramos. Moved by Councilman Rehrer, seconded by Councilman Rios, the public hearing was terminated. Unanimous vote. Mayor Huntoon asked the wishes of the Council Members regarding First Reading of Ordinance No. 0-2-86. Councilwoman Garcia stated she felt the City Council should hold a study session on this item and really review the whole matter. Mrs. Garcia said the Council should be sure that they are doing the best for the City and its surrounding areas. Moved by Councilman Rehrer, seconded by Councilman Rios, to postpone action on this matter and Ordinance No. 0-2-86, for further discus- sion during an adjourned meeting. Unanimous vote. Zoning Ord. No. 0-3-86 Mayor Huntoon declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Planning Director Aguilera reported on a zone change application re- quested by Gary Lazar, to change the zone from C-1, Neighborhood Com- mercial, to C-2, General Commercial, in order to operate a service station at 1150 North Mt. Vernon Avenue. Mr. Aguilera stated the project conforms with the General Plan, is con- sistent with the surrounding zoning and uses, and was approved by the Planning Commission, as outlined in Planning Commission Resolution No. 2069. Mr. Aguilera concluded Staff recommends passing First Reading of Ordinance No. 0-3-86. Mayor Huntoon asked if anyone present desired to speak on this matter.
