144 <br />Mr. Aguilera concluded if the Council agrees with Planning Commission <br />Resolution No. 2067, regarding the zone change, and finds the EIR to <br />be adequate, Staff would recommend passing First Reading of Ordinance <br />No. 0-2-86, and withhold acceptance of the final EIR until Second <br />Reading of the Ordinance on February 18, 1986. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />City Clerk Ramos stated she had just been handed a protest petition, <br />signed by five property owners, on this matter. <br />Speaking in favor of the proposed zone changes was: <br />Ernie Eager, Willdan & Associates <br />Speaking in opposition to the proposed zone changes were: <br />Mrs. Yolanda Lopez, 789 West F Street, Colton. <br />Mr. Wes Stewart. <br />Miss Rosemary Colunga, 545 West 0 Street, Colton. <br />City Attorney Edwards then read the protest petition in full, as pre- <br />sented to City Clerk Ramos. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, the public <br />hearing was terminated. Unanimous vote. <br />Mayor Huntoon asked the wishes of the Council Members regarding First <br />Reading of Ordinance No. 0-2-86. <br />Councilwoman Garcia stated she felt the City Council should hold a <br />study session on this item and really review the whole matter. Mrs. <br />Garcia said the Council should be sure that they are doing the best <br />for the City and its surrounding areas. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to postpone <br />action on this matter and Ordinance No. 0-2-86, for further discus- <br />sion during an adjourned meeting. Unanimous vote. <br />Zoning <br />Ord. No. 0-3-86 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Planning Director Aguilera reported on a zone change application re- <br />quested by Gary Lazar, to change the zone from C-1, Neighborhood Com- <br />mercial, to C-2, General Commercial, in order to operate a service <br />station at 1150 North Mt. Vernon Avenue. <br />Mr. Aguilera stated the project conforms with the General Plan, is con- <br />sistent with the surrounding zoning and uses, and was approved by the <br />Planning Commission, as outlined in Planning Commission Resolution No. <br />2069. Mr. Aguilera concluded Staff recommends passing First Reading of <br />Ordinance No. 0-3-86. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, the Public <br />Hearing was terminated. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to pass First <br />Reading of Ordinance No. 0-3-86, and waive further reading.
