156 <br />After additional discussion, moved by Councilwoman Garcia, seconded by <br />Councilman Rehrer, to refer this matter back to Staff for review and <br />report back to the Council at the next regular meeting, March 4, 1986. <br />Upon Roll Call Vote, the motion carried, with Councilwoman Cisneros <br />and Councilman Rios voting NO. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Moratorium <br />Ord. No. 0-5-86 <br />Planning Director Aguilera reported on considering an emergency ordi- <br />nance to create a residential building moratorium for the area within <br />the West Valley Redevelopment Project Area. Mr. Aguilera said after <br />reviewing this matter, among Staff, the Planning Commission and an ad <br />hoc committee, it was being recommended to the City Council that the <br />area bounded by San Bernardino Avenue, Interstate 10, Pepper Avenue <br />and Hermosa Avenue be placed under a building moratorium until the <br />General,Plan update is completed and approved by the City Council. <br />After discussion, moved by Councilman Rehrer, seconded by Councilwoman <br />Garcia, to adopt Ordinance No. 0-5-86 as an Urgency Ordinance. Vote <br />was unanimous. <br />ORDINANCE NO. 0-5-86 - AN INTERIM URGENCY ORDINANCE OF THE CITY OF <br />COLTON ESTABLISHING A MORATORIUM PROHIBITING <br />NEW RESIDENTIAL USES IN AN AREA OF THE CITY <br />PENDING STUDY. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel <br />City Manager Elliott requested that the Council consider holding an <br />Adjourned Meeting, on Tuesday, February 25, 1986, at 3:30 p. m., to <br />present service pins and perfect attendance certificates to eligible <br />employees. <br />City Properties <br />City Manager Elliott reported from his memorandum regarding the pur- <br />chase of City -owned property located at 10th and "H" Streets by the <br />Redevelopment Agency for the City of Colton for the purpose of utiliz- <br />ing this site for a senior citizens housing complex. <br />Mr. Elliott continued the Agency currently has an allocation of funds <br />from their recent 3.5 million dollar Tax Allocation Bond sale targeted <br />for the purpose of increasing and improving the community's supply of <br />low and moderate income housing, and these funds can be used to pur- <br />chase the City -owned property in order to convert the current use of <br />the property to senior citizen housing at the appraised market value <br />of $389,000. <br />Mr. Elliott said Staff recommends the proceeds from the sale of the <br />property be targeted exclusively for the construction of new City <br />Yards on City -owned property located at 10th and "M" Streets. The ad- <br />ditional $600,000+ required to complete the construction project of <br />the City Yards will be available mid -year from the sale of tax allo- <br />cation bonds from the Cooley Ranch Redevelopment Project. <br />Mr. Elliott concluded Staff recommends the City Council authorize the <br />Mayor to execute the appropriate Grant Deeds subject to the approval <br />of the Redevelopment Agency purchasing the property, approve the tar- <br />geting of funds received for the purchase of the City -owned property <br />to the development of the new Corporation Yard, and authorize the City <br />Manager to send out proposals for engineering of this project. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Staff's recommendation as outlined. <br />FEB 18 1986 <br />
