MAYOR'S REPORTS AND PROCLAMATIONS: Proposed Rialto Tire Burning Plant Mr. Mike Williams, representing the Concerned Citizens of the Inland Empire, made a brief presentation to the Council in opposition to the Tire Burning Plant proposed in the City of Rialto. Mr. Williams requested that the City Council adopt a resolution in opposition. � r ' Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to adopt a Resolution in opposition to the Rialto Tire Burning Plant. Boards & Commissions Cemetery Commission O co LD co Q Appointment to the Cemetery Commission to fill the unexpired term of Michael Garcia, who resigned, was carried over by Mayor Huntoon pending nominations by Council Members. PUBLIC HEARINGS: West Valley Redevelopment Project Mayor Huntoon declared both the Council and the Agency are simul- taneously convened for the purpose of conducting a joint public hearing during which the Council and Agency will take public testimony prior to considering the adoption of a Redevelopment Plan for the West Valley Redevelopment Project. Mayor Huntoon stated the purpose and scope of the hearing is to consider the adoption of the Redevelopment Plan for the West Valley Redevelopment Project, including consideration of all objections which may be made at the hearing to the Plan or the Environmental Impact Report. Redevelopment Agency Chairperson Cisneros called for Roll Call. Members Present: Rios, Huntoon, Rehrer, Garcia, Chairperson Cisneros. Chairperson Cisneros introduced RESOLUTION NO. 479, Resolution of the Redevelopment Agency of the City of Colton approving its Report on the Redevelopment Plan for the West Valley Redevelopment Project, and Transmitting the Report and the Redevelopment Plan to the City Council of the City of Colton. Moved by Member Rios, seconded by Member Rehrer, to approve RESOLUTION N0. 479. Unanimous vote. Chairperson Cisneros introduced RESOLUTION NO. 480, Resolution of the Agency finding that the provision of low/moderate-income housing outside the West Vally Redevelopment Project is of benefit to the Project. This finding is recommended because there is a limited amount of residential land in the West Valley Redevelopment Project appropriate for such housing, which amount may be further reduced with future General Plan amendments, and because thea are locations for such housing available in other parts of the community. Moved by Member Huntoon, seconded by Member Rios, to approve RESOLUTION NO. 480. Unanimous vote. Mayor Huntoon introduced RESOLUTION NO. R-105-86, Resolution of the Council finding that the provision of low/moder.ate-income housing outside the West Valley Redevelopment Project is of benefit to the Project. This action is parallel to the action of the Agency. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve RESOLUTION NO. R-105-86. Unanimous vote.
