224 <br />Acting Chief of Police Paul Connolly stated that a resident at the <br />end of Stephen Street had complained to the Police Department about <br />the parking situation and asked that someone check into it. Mr. <br />Connolly said the street is very narrow and there is no turning space <br />for larger vehicles, such as a fire truck. Mr. Connolly advised the <br />resident lodging the complaint has a handicapped person in their home. <br />Councilwoman Cisneros stated she had received quite a few complaints <br />about the no parking regulation, and was concerned about where the <br />residents can park. <br />Councilwoman Garcia stated the City should look at other parking for <br />the residents to see if some solution can be found. <br />Boards & Commissions <br />Cemetery Commission <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to <br />approve and ratify Mayor's appointment of John Seymour to the Ceme- <br />tery Commission. Unanimous vote. <br />Plaque for William Harms, Colton Police Department <br />Mayor Huntoon read the inscription on a Plaque honoring William Harms, <br />Colton Police Department, for over 30 years of dedicated service to <br />the City and community, advising that Mr. Harms will retire on August 1, <br />1986. <br />Councilman Rehrer congratulated Mr. Harms on his retirement and wished <br />him the best. <br />Councilwoman Garcia also congratulated Mr. Harms and stated she would <br />always remember his dedication and assistance with the high school <br />students, and the great job that he did with them. <br />Acting Chief of Police Paul Connolly spoke about Mr. Harms, his dedi- <br />cation to his job and the community, his many efforts and assistance <br />with those in need, and stated there are many sides to Bill Harms that <br />no one has seen or knows about. <br />City Manager <br />Mayor Huntoon advised that a reception is being planned to welcome our <br />new City Manager, Frank Benest, to the community, and is scheduled for <br />Tuesday, August 5, 1986, from 4:30 to 6:00 p. m., in the Library Meet- <br />ing Room. Mayor Huntoon stated all City personnel are invited to at- <br />tend, as well as all Board and Commission members, the public, etc. <br />PUBLIC HEARINGS: <br />Taxicabs <br />Orange Coast Yellow Cab <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Mr. Harold J. Monroe, Jr., representing Orange Coast Yellow Cab, spoke <br />to the Council regarding their application to operate taxicabs in the <br />City of Colton. Mr. Monroe reviewed their existing rates, which he <br />said were comparable to other companies, outlined their liability in- <br />surance covering their vehicles, amounting to $1,000,000 per occurance, <br />advised they would be servicing our city with five 1985 Ford four -door <br />sedans with air conditioning, and stated they are currently operating <br />in the Cities of Fontana and Grand Terrace. <br />Mr. Monroe stated they will offer a 25 percent discount to senior citi- <br />zens over 60 years of age, and hope to provide a response time of within <br />15 minutes. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />JUL 15 <br />
