Ordinance No. 0-13-86 Second Reading City'Attorney Edwards presented Ordinance No. 0-13-86 for Second Read- ing, reading it as to number and title: ORDINANCE NO. 0-13-86 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY (Second Reading) OF COLTON AMENDING ORDINANCE NO. 1466. Rl ori n„Q City Attorney Edwards reported that the City Clerk was requesting an Adjourned Council Meeting, either Monday or Tuesday, July 21 or 22, 1986, to consider the Rent Stabilization Initiative. On Council consensus, the date of Monday, July 21, 1986, at 5:30 p. m., was agreed upon. ORAL COMMUNICATIONS: Mr. Wilford Sklar, 5904 Copperfield Avenue, Riverside, read a statement to the City Council opposing Ordinance No. 0-10-86 and the Redevelop- ment Plan for the West Valley Redevelopment Project as submitted. Mr. Sklar objected to the fact that his property was left out of the pro- posed project, and that he had never been notified of the public hear- ings. Mr. Sklar asked that the City Council reconsider adoption of Ordinance No. 0-10-86, and that he wanted to go on record as being op- posed to that ordinance, and that he legally and technically objected to this development. City Attorney Edwards stated this matter was fully heard at the Council Meeting held July 1, 1986, Mr. Sklar was present at that meeting and was given the opportunity to be heard. Mr. Edwards said many other persons are involved in this matter and are not present this evening. Cement Plant Mr. Fred Cordova, 190 East "E" Street, and Mr. Henry Mendoza, 464 West "M" Street, both complained about the dust, noise and vibrations that come from the Colton Cement Plant, and asked the City to check into this to see what could be done.
