228 <br />City Hall <br />Mr. Benest referred to his memorandum regarding a proposal received <br />from Consuelo Eckhardt Associates to redesign the interior and coor- <br />dinate the renovation of City Hall, in conjunction with the Colton <br />Centennial. <br />Mr. Benest recommended the Council receive and file the proposal and <br />allow Staff to check references and review the technical provisions <br />contained in the proposal. Staff would then return to the Council <br />in two weeks with a final recommendation regarding the proposal. <br />Councilman Rehrer felt the City should put this out to bid, as there <br />has only been one proposal received. <br />City Manager Benest stated the City is not required to obtain other <br />bids when it is a special services project. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to <br />refer the proposal from Consuelo Eckhardt Associates to Staff for <br />further review. Motion carried, with Councilman Rehrer voting NO. <br />Appeals <br />Mr. Benest referred to a letter from Julie M. Rodriguez regarding the <br />Cargill Corporation's variance application for a flour mill in this <br />area, and her strong opposition to this project. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to set <br />for public hearing, Tuesday, August 5, 1986, Appeal of Variance re- <br />quested by Cargill Corporation. Unanimous vote. <br />Parks <br />Mr. Benest reported on a request from the Living Springs Fellowship <br />for use of Municipal Park on Saturday, July 26, 1986, at 3:00 p. m., <br />and Fleming Park on Saturday, August 16, 1986, at 3:00 p. m., for a <br />christian church rally. <br />Miss Galindo addressed the City Council stating they would like to <br />cancel the second request for use of Fleming Park on Saturday, Aug- <br />ust 16, 1986, and be permitted to use Municipal Park on Saturday, <br />July 26, 1986, for their rally. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />approve request for use of Municipal Park on Saturday, July 26, 1986, <br />at 3:00 p. m., by the Living Springs Fellowship. Unanimous vote. <br />Mr. Fred Cordova, 190 East "E" Street, asked if the repairs and reno- <br />vation of Fleming Park are being acted upon. <br />Mr. Benest replied this will be done in conjunction with the Centennial <br />projects. <br />Mr. Benest stated he would like to request a Closed Session at the <br />end of the meeting. <br />rTTY ATTnRMVV l q RRPnRTS ANP RvrnmmvWnATTnXR <br />Ordinance No. 0-10-86' <br />Second Reading <br />City Attorney Edwards presented Ordinance No. 0-10-86 for Second Read- <br />ing, reading it as to number and title: <br />ORDINANCE NO. 0-10-86 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />(Second Reading) OF COLTON APPROVING AND ADOPTING A REDEVELOP- <br />MENT PLAN FOR THE WEST VALLEY REDEVELOPMENT <br />PROJECT AS THE OFFICIAL REDEVELOPMENT PLAN FOR <br />SAID PROJECT. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to pass <br />Second Reading and adopt Ordinance No. 0-10-86.
