WE <br />HEARING FOR PROTESTS RELATED TO THE ANNUAL <br />LEVYING OF ASSESSMENTS FOR THE LIGHTING AND <br />LANDSCAPING MAINTENANCE DISTRICT #1 AND ANNEXA- <br />TION #1. <br />Fogg Street Grade Separation Project <br />Mr. Hutton reported that for approximately seven years Staff has pre- <br />sented to the Public Utilities Commission the need for a grade separa- <br />tion grant for Fogg.Street, and this year Staff again presented the <br />City's case for obtaining funds to reconstruct the Fogg Street railroad <br />grade crossing to the Los Angeles Public Utilities Commission, after - <br />which Colton was ranked number 19, with no possibility of receiving fun <br />ing this year. <br />Mr. Hutton continued Staff was directed by Council to investigate the <br />possibility of an interim solution and was authorized to send request <br />for proposals to local engineering firms, the results of which were as <br />follows: J. F. Davidson, $3.6,700; Neste, Brudin & Stone, $38,800. Mr. <br />Hutton said Staff would recommend the selection of J. F. Davidson to <br />design the interim solution for Fogg Street, in the amount of $36,700. <br />Mr. Hutton further stated in addition to this action, Staff would recom- <br />mend if the set-aside funds, in the amount of $310,000, are to be util- <br />ized for the design and construction of the interim solution, then Reso- <br />lution No. 4188, authorizing the City's participation in the grade sep- <br />aration, be repealed; also, Staff should be directed to send a letter to <br />the Public Utilities Commission, withdrawing the'City's request to ob- <br />tain grade separation funds for Fogg Street. Mr. Hutton advised these <br />actions should only be taken if Council does not wish to continue seek- <br />ing grant funds for the Fogg Street Grade Separation. <br />Mr. Hutton then indicated on a -map the location of the Fogg Street bridge <br />stating the existing road will only accommodate one vehicle, and in order <br />to keep traffic congestion away from the residential areas and adjacent <br />school, Staff was presenting two plans for consideration, Phase I or <br />Phase II, for the extension of Fogg Street. Mr. Hutton stated Phase I <br />would consist of constructing a road to extend Fogg Street to the east,.: <br />between Congress and "M" Streets, at an estimated cost of $228,160. Mr`11 <br />Hutton advised this figure does not include underground utilities, or <br />the possible purchase'of property for road right-of-way. Mr. Hutton said <br />Phase II would consist of constructing a road south of .Congress Street <br />down to Fogg Street. Mr. Hutton stated Staff felt that Phase I would be <br />a more feasible solution. <br />Mayor Huntoon stated that as he remembers, several years ago a consul- <br />tant was doing a study on the interim work for Fogg Street. <br />Mr. Hutton replied that was correct, the firm of Moffatt & Nichol pre- <br />pared a feasibility study to increase the vertical clearance of the <br />Fogg Street Grade Separation as an interim solution. Mr. Hutton said at <br />that time Staff felt it would be beneficial to wait and see if the City <br />could get the funding through the PUC. <br />After additional discussion among Council and Staff, moved by Mayor <br />Huntoon, seconded by Councilman Rehrer, instructing Staff to study the <br />feasibility of extending Fogg Street to the east, as outlined in Staff's <br />recommendation for Phase I. Unanimous vote. <br />Councilwoman Garcia stated she would like to see more information and <br />material on the extension of Fogg Street. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Budget Sessions <br />Acting City Manager Edwards presented a schedule to the Council of ad- <br />journed meetings to review the 1986-87 Fiscal Year Budget, from Monday, <br />June 9, through Thursday, June 12, at 5:30 p. m. Mr. Edwards advised <br />a Revenue Sharing hearing is to be held on Tuesday, June 17, with formal <br />adoption of the Budget to follow. <br />"JUN 3 i86 <br />
