167 <br />Mr. Wes Hayden, 279 W. Litton, Colton, asked the Council for permission to <br />lay a wreath in honor of Navy Commander William McGrath, at the City's <br />Veterans Memorial. Commander McGrath lost his life in Viet Nam and his <br />body was been returned this past week. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve <br />the request of Mr. Hayden, approving the laying of a Memorial Wreath in <br />Honor of Navy Commander McGrath. Unanimous vote. <br />Mr. Ralph Kilborn, 393 Reche Canyon Road, said he would like to bring up a <br />point with regard to the additional tax burden on the citizens. Mr. <br />Kilborn stated Colton has experienced an obvious increase in development, <br />Y thereby increasing the tax revenue. Mr. Kilborn said the increased revenue <br />should be used to offset the need for additional taxing of the citizens. <br />Mrs. Yolanda Lopez, 789 West "F" Street, Colton, said since the City is <br />increasing the residential refuse rates, perhaps, the seasonal City <br />Cleanup could be increased to once a month. <br />CLOSED SESSION: <br />O The City Council adjourned to Closed Session at 8:50 . m. to discuss LaboY <br />❑ P � <br />Relations Matters, pursuant to Government Code Section 54957.6, and <br />LO reconvened at 9:21 p. m., all Members present. <br />ro <br />Co Personnel <br />Q City Attorney Edwards presented Resolutions relating to the Management <br />and Confidential Unit's M.O.U., and Pay and Classification Plan for <br />certain employees of the City, for Council's approval. Mr. Edwards <br />read the resolutions as to number and title. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve <br />Resolution No. R-36-86. Unanimous vote. <br />RESOLUTION NO. R-36-86 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON TO CONSIDER MEMORANDUM OF UNDERSTAND <br />ING FOR MEMBERS OF THE SAN BERNARDINO PUBLIC <br />EMPLOYEES ASSOCIATION, MANAGEMENT AND CONFI- <br />DENTIAL UNIT, CITY OF COLTON, EFFECTIVE JANU- <br />ARY 19 1986. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve <br />Resolution No. R-37-86.
