R-19-86 - RESOLUTION APPROVING THE ANNEXATION OF CER- TAIN UNINHABITED TERRITORY, DESIGNATED "COLTON ANNEXATION SOUTH 43" TO THE CITY OF COLTON AND DETACHING SAID ANNEXED -AREA FROM COUNTY SERVICE AREA 38, IMPROVEMENT ZONE G OF COUNTY SERVICE AREA 38, COUNTY SERVICE AREA 70, AND IMPROVE- MENT ZONE A OF COUNTY SERVICE AREA 70. COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Refuse Division Res. No. R-35-86 Acting Director of Community Services Hutton reported from his memo- randum -concerning the Utilities Commission's recommendations for an increase in Refuse Collection Rates, and also referred to reports from the Assistant Finance Director and City Engineer in this regard. Mr. Hutton stated Staff would recommend approval of Resolution No. R-35-86, amending the schedule for Refuse Collection Rates. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve Resolution No. R-35-86. Unanimous vote. RESOLUTION NO. R-35-86 - Sewers City Project #CS85-7 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING RESOLUTION NO. 4316 AMEND ING SCHEDULE FOR REFUSE COLLECTION RATES. Mr. Hutton reported on City Project #CS85-7, the Santa Ana River Sewer Replacement, advising this project was completed February 7, 1986, and a Notice of Completion can now be filed and recorded. Mr. Hutton -said there were also Change Orders, #2 and #3 involving no costs, and Change' Order #4, in the amount of $99,899.68, that needed to be approved by the Council. The funds for Change Order #4 will be utilized from the sewer connection account. After discussion, moved by Councilwoman Cisneros, seconded by Council- man Rios, to approve Staff's recommendation with regard to the Santa Ana River Sewer Replacement Project. Unanimous vote. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: City Services/Impaction Report City Manager Elliott referred to his memorandum and report regarding Staff's findings and recommendations on the impaction of city services in conjunction with the studies performed by LSA Consultants and out- lined in their report entitled "South Colton Services and Facilities Financing and Management Plan. Mr. Elliott stated this item was presented at a previous Council Meet - and deferred to this evening's meeting. Mr. Elliott briefly oulined staffs recommendations with regard to Electric, Sewer, Water, Fire Protection and Police Protection. Mr. Elliott said in order to begin the Mello -Roos Election process, he would like to see Council take action on a proposal received from Mr. Mike Whipple for a sum of $9,000.00. Mr. Elliott reported he had received another proposal, however, the second was for $20,000. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to have Staff submit the proposal for Council's review and to bring this matter back at the next meeting. Unanimous vote.
