Acting Director of Community Services John Hutton reported on the vaca- tion of Sequoia Avenue, advising that all notices and legal advertise- ments have now been duly posted. Redevelopment Agency Mayor Huntoon announced the Joint Public Hearing of the City Council of the City of Colton and the Redevelopment Agency for the City of Colton on the proposed Redevelopment Plan for Amendment No. 3 to Redevelopment Plan for the Cooley Ranch Project No. 4 Redevelopment Project and certi- fication for final EIR. City Clerk Ramos reported pursuant to the appropriate sections of the California Community Redevelopment Law, Notice has been duly given that the City Council of the City of Colton and the Redevelopment Agency for the City of Colton have authorized a joint public hearing to consider the approval and adoption of the Redevelopment Plan for Amendment No. 3 to Redevelopment Plan for the Cooley Ranch Project No. 4 Redevelopment Project which will be referred to as the "Redevelopment Plan" and certi- fication of the accompanying EIR. Notice of this hearing was published in the Colton Courier, a newspaper of general circulation, on April 10, 179 24, and May 1, 1986. The Acting Executive Director of the Redevelop- ment Agency for the City of Colton, for the City Clerk, has caused to be mailed by certified mail, notice of this public hearing to the last known assessee of each parcel of land in the Project Area. Mayor Huntoon and Chairperson Cisneros called for the City Council Roll Call and the Redevelopment Agency Roll Call. Mayor Huntoon announced this is the time and place set for the Joint Public Hearing of the City Council of the City of Colton and the Rede- velopment Agency for the City of Colton on the proposed Redevelopment Plan Amendment No. 3 to Redevelopment Plan for the Cooley Ranch Project No. 4 Redevelopment Project, and the proposed Environmental Impact Re- port on Amendment No. 3, hereinafter referred to as the "Environmental Impact Report". At this hearing, all persons who wish to speak for or against the proposed amendment -and -the Environmental Impact Report will have an opportunity to speak.
