RESOLUTION NO. R-149-86 parannnol Res. No. R-150-86 263 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING RESOLUTION NO. R-49-86 FOR THE PURPOSE OF AMENDING THE 1986-87 COMMUNITY DE- VELOPMENT BLOCK GRANT. Mayor Huntoon declared the Public Hearing open. Personnel Officer Benest submitted the Affidavit of Posting and reported that no protests or objections had been received. Mr. Benest reported with the retirement of our Recreation Director in orf December, the City is planning to reorganize human service functions in the City and recruit and hire a Human Services Director. Mr. Benest then outlined the responsibilities and duties of the proposed position, advising the Human Services Director will oversee the Recreation Division, Library Division, and a new Youth and Family Services Division, as indi- cated on the organization chart for the Human Services Department. Mr. Benest also outlined the education and experience required for the posi- tion, stating the salary range has been set at 47.0 and will be included 0 in the Executive Unit. Mr. Benest concluded Staff recommends approval Co of the Job Description for Human Services Director, the organizational LO chart for the Human Services Department, and Resolution No. R-150-86, 0 amending the Pay and Classification Plan. 00 Mayor Huntoon asked if anyone present desired to speak on this matter. Q Moved by Councilman Rios, seconded by Councilman Rehrer, the Public Hearing was terminated. Unanimous vote. Moved by Councilman Rios, seconded by Councilman Rehrer, to approve the Job description for Human Services Director, the organizational chart for the Human Services Department, and Resolution No. R-150-86. Vote was unanimous. RESOLUTION NO. R-150-86 Personnel Res. No. R-151-86 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ESTABLISHING A PAY AND CLASSIFICA- TION PLAN FOR SPECIFIED POSITIONS OF THE EXECUTIVE UNIT OF THE CITY OF COLTON. Mayor Huntoon declared the Public Hearing open. Personnel Officer Benest submitted the Affidavit of Posting and reported that no protests or objections had been received. Mr. Benest reviewed his memorandum relating to the position of Human Resources Manager, which will replace the classifications of Personnel Analyst I and II, and will be placed in the Executive Unit, due to the confidential nature of the high-level work involved and representing top management in dealings with labor negotiations. Mr. Benest also reported on the experience and educational requirements, stating this position has been set at a salary range of 42.0." Mr. Benest concluded Staff recommends approval of the job description for Human Resources Manager and Resolution No. R-151-86, amending the Pay and Classification Plan. Mayor Huntoon asked if anyone present desired to speak on this matter. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, the Public Hearing was terminated. Unanimous vote.
