262 <br />Councilwoman Garcia asked if the City would be faced with this same <br />problem all over again if new owners of this property were to make <br />the same request. <br />Mr. Aguilera answered yes. <br />Councilwoman Garcia felt the City would be opening "Pandora's Box" by <br />approving this request, and stated the City should adhere to the regu— <br />lations and codes established. <br />After additional discussion, moved by Councilman Rios, seconded by Council— <br />woman Garcia, the Public Hearing was terminated. Unanimous vote. <br />Moved by Mayor Huntoon, seconded by Councilman Rios, to approve Appeal <br />filed by Jennie Louise Richter on File Index No. V-5-86. Upon Roll <br />Call, the Vote was: Ayes: Three; Rios, Rehrer, Huntoon. Noes: One; <br />Garcia. Absent: Cisneros. Motion carried. <br />Appeals <br />File Index No. C-13-84 <br />Mayor Huntoon declared the Continuance of the Public Hearing. <br />City Attorney Edwards stated a note was received from Matt Kurilich re- <br />questing that this matter be continued. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to continue the <br />Public Hearing on Appeal filed by Matt Kurilich on File Index No. C-13-84, <br />to Tuesday, December 2, 1986. Unanimous vote. <br />Graffitti Eradication <br />Res. No. R-149-86 <br />Mayor Huntoon declared the Public Hearing open. <br />Deputy City Clerk Veralrud submitted the Affidavit of Publication and <br />reported that no protests or objections had been received. <br />Community Development Director Aguilera reported on the Graffitti Erad— <br />ication Program, an allowable expenditure under Community Development <br />Block Grant Funds, for the removal of blighting influence. Mr. Aguilera <br />stated under this program, the City could hire a qualified person to <br />paint and remove the graffitti in the City's target areas, including <br />the purchase of materials and tools, for a cost of $10,000. <br />Mr. Aguilera concluded Staff recommends approval of Resolution No. R- <br />149-86, amending the 1986-87 C.D.B.G., and allowing for the expenditure <br />of a Graffitti Eradication Program. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Wes Hayden, 279 West Litton, Colton, suggested the City allow the teen— <br />agers to paint murals in various sections of the City, which might also <br />help to stop the graffitti. Mr. Hayden stated -this is done at the high <br />school, and it has worked out very well. Mr. Hayden asked what the <br />Council's thinking was on a project of that sort. <br />City Manager Benest stated the funds are being allocated for the removal <br />of graffitti in target areas of Colton, and if the Council would agree <br />to an additional program, such as the painting of murals, this might be <br />possible also. <br />Councilwoman Garcia stated the high school has projects -of this sort, <br />allowing students to paint murals, and it has worked out very well, <br />slowing down the graffitti to a minimum. Mrs. Garcia felt it would <br />be beneficial to work with kids in the neighborhoods. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, the Public <br />Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to appove <br />Resolution No. R-149-86. Unanimous vote. <br />OCT:7 19$fi <br />
