<br />RESOLUTION N0. R-157-86 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
<br />OF COLTON, CALIFORNIA, APPROVING THE TRANSFER
<br />OF THE FRANCHISE OF COLTON CABLEVISION, INC.
<br />TO AMERICAN CABLE TV INVESTORS 4, LTD., A
<br />COLORADO LIMITED PARTNERSHIP.
<br />CORRESPONDENCE:
<br />Moved by Councilwoman Garcia, seconded by Councilman Rios, approving
<br />request from Loma Linda Lopers for permission to use Barton Road from
<br />Hunts Lane to Center Drive, November 2, 1986, for the 8th Annual Pigeon
<br />Pass Race. Unanimous vote.
<br />On Council consensus, the application from J. Mattman, Security Inc.,
<br />requesting permission to have a political fund raiser run, "Run for
<br />California", within the City limits, was referred to Police Chief Connolly
<br />for further review and disposition.
<br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve
<br />request for Parade Permit from Colton High School Associated Student
<br />Body for Annual Homecoming Parade, October 24, 1986. Unanimous vote.
<br />0 Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve
<br />(D request from Chamber of Commerce for 11th Annual "Christmas in the
<br />Lo Park" Parade and Program, Saturday, December 13, 1986. Vote was
<br />Q unanimous.

<br />The City Council recessed at 9:15 p. m., to take care of the business
<br />of the Redevelopment Agency for the City of Colton, and reconvened at
<br />9:20 p. m., all Members present.
<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Multifamily Rental Housing Project
<br />Res. No. R-156-86
<br />Redevelopment Manager Jennifer Thornberry reported on a request from
<br />Henderson Development Company to amend Resolution No. 4669, which
<br />provided financing for a multifamily rental housing project, Fairway
<br />Apartments, located at the northwest intersection of Fairway Avenue
<br />and Sperry Drive. Mrs. Thornberry advised the developer wants to in-
<br />crease the number of units in the project from 336 to 512, and the
<br />maximum amount of bonds to be issued would be increased from $14,000,000
<br />to $24,000,000. Mrs. Thornberry concluded Staff recommends approval
<br />of Resolution No. R-156-86.
<br />Moved by Councilwoman Garcia, seconded by Councilman Rios, to approve
<br />Resolution No. R-156-86. Motion carried, with Mayor Huntoon voting NO.

<br />TO PROVIDE ASSISTANCE IN FINANCING A MULTI-
<br />FAMILY RENTAL HOUSING PROJECT. (FAIRWAY

<br />West Valley Redevelopment Project
<br />Mrs. Thornberry reviewed a memorandum regarding two cooperation agree-
<br />ments, one between. the Colton Joint Unified School District, the Re-
<br />development Agency for the City of Colton, and the City of Colton, and
<br />the other between the Rialto Unified School District, the Redevelopment
<br />Agency for the City of Colton, and the City of Colton, which will permit
<br />the Agency to receive one hundred percent of the District's share of
<br />tax increment, and the Agency will pass-through thirty percent of the
<br />District's share to the District.
<br />Mrs. Thornberry concluded Staff recommends the City Council approve the
<br />Cooperation Agreements and authorize the Mayor to sign on behalf of
<br />the Council.
