N w...l <br />255 <br />MAYOV 3• - RE`PORJTS ,AND PROCLAMATTONS <br />Presentation of Plaque <br />Mayor Huntoon presented a Plaque to Richard Bourdon in honor of his re- <br />tirement and for his 24 years of dedicated service to the City. <br />Director of Public Works John Hutton also congratulated and commended <br />Mr. Bourdon. <br />Mr. Bourdon thanked the Council Members and Mr. Hutton. Mayor Huntoon <br />asked the members of Mr. Bourdon's family to stand. <br />PUBLIC HEARINGS: <br />Appeals <br />State Iron & Metal <br />Mayor Huntoon declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting Continuance and <br />0 reported that no protests or �ob jecti'ons -had been' received: ' <br />Community Development Director Aguilera report -,e -d Staff reviewed this <br />L proposal once again and reached the conclusions and four recommendations <br />0 as outlined "iii' the memorandum dated'September 10,' 1986, concerning safe <br />and elean operations, noise and aesthetics, traffic, and fencing of the <br />co property= <br />r <br />Mr. Aguilera advised the applicant 'has recently discussed a different <br />proposal to the truck route on "M” Street, and Mr. Siroonian proposes <br />that his trucks can safely exit the property through 9th Street where <br />it intersects with the freeway; at this point the trucks can immediate- <br />ly use the Interstate -10 freeway on-ramp at 9th Street and eliminate <br />any undue traffic hardships on the City. Mr.-Aguilera said :staff has <br />reviewed the proposal with the Public Works Director and it is his <br />opinion that this route will work if the applicant can secure the proper <br />permits from the railroad. <br />Mr. Aguilera concluded if the City Council wishes to grant Mr. Siroonian's <br />appeal of the,Planning Commission decision to deny, approval of Resolu- <br />tion No. R-139-86 would be in order. The resolution emphasises that <br />access to and from the property be limited to 9th Street, and it also <br />stipulates the use of a solid metal fence to shield the project from <br />view. <br />Mayor Huntoon asked if anyone present desired to *peak"on this matter. <br />Mr. Abe Siroonian, State Iron -&- Metal Company, Inc. ; 1,3780 Imperial <br />Highway, Santa Fe Springs, showed the Council Members a new map in- <br />dicating ingress and egress from the pt'opertp onto -the fre-eway via the <br />9th Street ramp. Mr. Siroonian also showed the Council Members a sample <br />of the fencing that would' bee used rto surround the property. <br />Mr. Ray Abril, 330 East "N" Street, stated he was in agreement with the <br />new route, and stated the Council should make sure that'th'i's company <br />abides by this new route. <br />Mr. Wes Hayden, 279 West Litton Street, stated the Council should con- <br />sider the aesthetic value of a project of this nature. Mr. Hayden <br />said if the railroad wants to dismantle cars, they should do it in <br />Bloomington, where it is now being done. Mr. Hayden felt this business <br />would be of no real benefit to the City. <br />Mr. George Adams. -Orange County Steel and State Iron & Metal Company, <br />Inc., advised that the railroad had approached their company and asked <br />them to do this type of work. Mr. Adams stated they operate two other <br />facilities of this kind, at the Harbor and in Orange County. Mr. Adams <br />said the Colton -area -is the largest switching bowl in the County. Mr. <br />Adams stated the City should take a look at their operation at the Harbor <br />or Orange County, and the work that Mr. Siroonian is doing, as they have <br />a nice, clean operation, which would serve as a benefit to the City. <br />SEP 16 1986 <br />
