<br />Mr. John Longfield, 1809 Cottonwood, stated his concern about the traf-
<br />fic that would be traveling along "M" Street.
<br />Mayor Huntoon said the applicant has stated they would not be using
<br />"M" Street, they would be travelling along the freeway, via the 9th
<br />Street ramp.
<br />Mr. Ada -us advised the yard would generate approximately five trucks
<br />per day, and that most of the scrap will be shipped by rail.
<br />Moved by Councilman Rios, seconded by Councilman Rehrer, the Public
<br />Hearing was terminated. Unanimous vote.
<br />Councilwoman Garcia asked if the Planning Commission agrees with all
<br />of the conditions imposed.
<br />Mr. Aguilera stated the Commission's main concerns were the traffic
<br />along "M" Street and fencing around the property, and both of these
<br />items are being taken care of.

<br />Public Works Director John Hutton reported on establishing a City wide
<br />sewage pretreatment program for Class I Industrial Waste Users by the
<br />t:
<br />State, who will be required to have a minimum of four testsperyear, ,f,,,`
<br />as outlined in the City's Ordinance No. 1637.
<br />Mr. Hutton advised -the City's Consulting Engineer, Krieger fi.Steaart,
<br />contacted several local laboratories for proposals on the required test-
<br />ing, and after reviewing the. three proposals, submitted, .have recommended
<br />the firm of Sanitation and Operations Consultants, Inc. (S.O.C.I.), in
<br />the amount of $5,876 per year, estimated.
<br />Mr. Hutton c.onclu.ded Staff recommends that ,Councila,pprove.. the selection
<br />of Sanitation and Operations Consultants, Inc., to perform the required
<br />pr.et,reatment testing for the City's pretreatment program,, for the amount
<br />of $5,876, said costs to be reimbursed -by .the Class I Industrial Waste
<br />Users through the utility billing process.
<br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve
<br />Staff's recommendation as outlined. Unanimous.vote.
<br />FINANCE DIRECTOR'S REPORTS AND RECOMMENDATIONS:
<br />Agreements/City Hall Renovation
<br />City Manager Benest reported that Eckhardt & Associates have prepared
<br />a preliminary cost study of the City Hall.Renovation Project which in
<br />eludes three options; a high quality cost level,,an intermediate cost
<br />level and a bare -minimum cost level.
<br />Mr. Benest stated since it will require 30 to 45 minutes to review the
<br />three cost level options with the Eckhardts, Staff recommends Council
<br />schedule a Study Session for the Eckhardt proposal.
<br />After reviewing the dates submitted by Staff, on Council consensus, the
<br />date and time of Tuesday, October 7, 1986, at 6:30 p, m., was agreed
<br />upon.
