No. 1-141=86 <br />City Manager Benest reported on a proposal for a joint feasibility study <br />for a regional sewage treatment facility, for development of a Regional <br />Wastewater Treatment Facility to achieve compliance with the Santa Ana <br />Regional Water Quality Control Board for sewage discharges to the Santa <br />Ana River. Mr. Benest said the cost of the study wou d' be split among <br />several agencies participating in the proposed study. <br />Mr. Benest advised a representative from the Regional Water Quality <br />Control Board has indicated that the Board would be favorable towards <br />a joint effort of a regional solution. <br />Mr. Benest concluded there are two actions necessary from the City <br />Council on this matter: <br />Authorize the City to enter into a Joint Agreement with the Santa <br />Ana Watershed Project Authority to conduct a Feasibility Study for <br />a Regional Plant. <br />Allocate'$5,000 from the Water Quality Control Professional Services <br />Account, #22-4040-35, for the City's share of the Study, as outlined <br />in Resolution No., R-141-86. <br />After discussion, moved by Councilman Rehrer, seconded by Councilwoman <br />Garcia, to authorize entering into a Joint Agreement with the Santa Ana <br />Watershed Project Authority for Feasibility Study for a Regional'Plant, <br />and approval of Resolution No. R-141-•86, funding the Study. Vote was <br />unanimous. <br />RESOLUTION NO. R-141-86 - RESOLUTION OF THE *CITY COUNCIL OF `THE CITY <br />OF COLTON AUTHORIZING A JOINT FEASIBILITY <br />STUDY FOR A TERTIARY WATER TREATMENT FACILITY. <br />RECBSS: <br />The City Council recessed at 8:15 p.' m., to take care of business for <br />the Redevelopment Agency for the City of Colton, and reconved at 8:17 <br />p. a., all Members present. <br />ORAL COMMUNICATIONS: <br />Mr. Ben Ochoa, President of Colton Cablevision, Inc., requested that <br />the City Council set for Public'Hearing, on Tuesday, October 7, 1986, <br />the transfer of cable TV franchise and sale to Daniels & Associates, <br />Inc. Mr. Ochoa said he would be forwarding additional material to the <br />City Attorney's Office prior to the public hearing. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to set for <br />Public Hearing, Tuesday, October 7, 1986, transfer of cable TV franchise <br />and sale from Colton Cablevision, Inc., to Daniels & Associates, Inc. <br />Unanimous vote. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:20 p. a., to discuss <br />Labor Relation Matters, pursuant to Government Code Section 54957.6, and <br />Personnel Matters, pursuant to Government Code Section 54957, and re- <br />convened at 9:40 p. m., all Members present. <br />Personnel <br />j <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to set for <br />Public Hearing, Tuesday, October 7, 1986, amendment to the City's Pay <br />and Classification Plan to include Human Services Director.
