Unanimous vote. <br />LD Agreements <br />C Redevelopment Manager Jennifer Thornberry reviewed the major points of <br />an agreement among the San Bernardino Valley Municipal Water District, <br />the Redevelopment Agency for the City of Colton, and the City of Colton, <br />stating this agreement essentially represents an arrangement where the <br />Agency is borrowing funds from the District under very favorable terms, <br />and also represents a more generous posture toward redevelopment projects <br />than previously shown by the District. Mrs. Thornberry said Staff feels <br />it will be to the Agency's advantage to enter into this agreement in <br />order to provide the Agency with additional financial capacity during <br />"the early years of the Project when its tax increment revenues would be <br />lowest. -Mrs. Thornberry advised there were some changes made to the <br />agreement, and the City Clerk has the revised copies.. <br />Mrs. Thornberry concluded Staff recommends the City Council approve the <br />Agreement for Cooperation, as outlined, and authorize -the Mayor to sign <br />on behalf of the City. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve <br />and authorize Mayor to execute Agreement for Cooperation among the San <br />Bernardino Valley Municipal Water District, the Redevelopment Agency for <br />the City of Colton, and the City of Colton. Unanimous vote. <br />Liability 'Claime <br />City Manager Benest reviewed a memorandum from the City Clerk regarding <br />revision of the Administrative Policy for the processing of Liability <br />Claims, wherein the City Manager/City Clerk would have the authority to <br />settle Claims, upon recommendation by the Claims Administrators, in the <br />amount of $1,001 to $79,500, without specific Council action. Litigated <br />Claims in excess of $7,500 would still require City Council authority <br />both on the position of the City and the amount, and these type of <br />claims would continue to be brought to the Council through a request <br />for Closed Session. <br />Mr. Benest concluded Staff recommends the City Council, by motion, ap- <br />prove the revised Administrative Policy for processing of Liability <br />Claims. <br />Councilman Rios asked when this would take effect. <br />Mr. Benest answered it would be effective immediately. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve <br />revised Administrative PoliRcy for Processing of Liability Claims as out- <br />lined. Unanimous vote. <br />SEP 16 IQ= <br />25"7 <br />Mr. Benest then reviewed <br />a proposed schedule of City Council Meetings <br />for October and November, <br />1986, for Council's consideration and/or <br />recommendations. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Memorandum of Understanding <br />Mr. Benest referred to a <br />Memorandum of Understanding between the City of <br />Colton and the California <br />Department of Commence for the purpose of as- <br />suring the State that the <br />City will use its best efforts to implement <br />a redevelopment plan and <br />specific plan for the Mt.
