Mayor Gonzales stated all persons wishing to speak on the proposed ac- quisition and sale will now have an opportunity to speak. Moved by Councilman Rios, seconded by Councilman Rehrer, to close the City Council Public Hearing. Unanimous vote. Chairperson Cisneros declared the Redevelopment Agency Public Hearing closed. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: ('_r'nf-a City Manager Benest gave an informational presentation on the City's annual grants program for all City departments, which include Human Services, Police, Public Works, Community Development, and Redevelop- ment Agency. Mr. Benest advised the 1988-89 actual total is $2,032,182, and the 1989-90 secured to date is $1,066,604. Mr. Benest concluded the City will continue to agressively search out grant funds. Personnel Division City Manager Benest referred to the Annual Human Services Report for the Personnel Division of the Administrative Services Department, sum- marizing the City's efforts during the year to support and further de- velop employees. Mr. Benest stated Colleen McCloud, Human Resources Manager, and her Staff should be commended for exceptional efforts during the past year in promoting employee development. Mr. Benest advised this would be Colleen McCloud's last City Council Meeting, as she will be leaving the City at the end of this month. Mr. Benest and the City Council wished Mrs. McCloud well, and thanked her for her years of service with the City. Sewer Rate Increases Assistant City Manager Leslie Keane introduced Ordinance No. 0-7-89 for Second Reading, and presented Resolution No. R-52-89 for consideration and approval regarding sewer rate increases. Ms. Keane continued as Council is aware, the City of Grand Terrace conveys its sewage to the City of Colton wastewater treatment plant. Grand Terrace APR 18 1989
