Motion died for lack of, a second.. <br />Moved by Mayor Gonzales, seconded by Gouncilman Rehrer, to approve three. <br />building signs and one monument sign, and recommend the applicant get <br />together with Staff regarding colors to be used+ Motion carried, with <br />Councilman Rios voting NO. <br />RDA/Joint Public Hearing <br />Mayor Gonzales and Chairperson Cisneros asked for the City Council and <br />Redevelopment Agency Roll Call respectively. All Members were present. <br />City Clerk/Assistant Secretary Ramos stated pursuant to the appropriate <br />sections of the California Community Redevelopment Law, notice has been <br />duly given that the City Council of the City of Colton and the Redevel- <br />opment Agency for the City of Colton have authorized a Joint Public Hear- <br />ing to consider the approval of a Redevelopment Disposition and Develop- <br />ment Agreement (McNeilus Truck and Manufacturing, Inc. Project). Notice <br />of this Hearing was first published in the Colton Courier, a newspaper <br />of General Circulation, on April 5 and 12, 1989. <br />Mayor Gonzales announced this is the time and place set for the Joint <br />Public Hearing of the City Council of the City of Colton and the Redevel- <br />opment Agency for the City of Colton on the proposed acquisition and sal -,-- <br />of real property to McNeilus Truck and Manufacturing, Inc., for the <br />purppos.e of developing. a concrete mixer,manufacturing facility with an- <br />cillaryy park,ing and access areas. At this hearing, all persons who wisl. <br />to speak for or against the proposed acquisition and sale will have an <br />opportunity to speak. <br />Mayor Gonzales declared -the City Council Public Hearing open. <br />Chairperson Cisneros declared the Redevelopment Agency Public Hearing <br />open. <br />Economic Development Director Jennifer Thornberry reported on the ac- <br />quisition and sale of property, and the redevelopment of a five acre <br />parcel, located at 401 North Pepper Street in the City of Colton for a <br />concrete mixer and associated products manufacuring complex, together <br />with consideration of a proposed Disposition and Development Agreement <br />between the Redevelopment Agency and McNeilus Truck and Manufacturing, <br />Inc. Mrs. Thornberry stated the three major points of the Agreement are: <br />1. Agency will acquire the site from the Redeveloper for a purchase <br />price of $273,468. Agency shall pay such purchase price to the <br />Redeveloper as follows: $193,468 in cash plus a Note. The Note <br />will be repaid with tax increment generated by the project area. <br />2. Upon acquisition of the site by the Agency, the Agency will sell to <br />the Redeveloper, and the Redeveloper will purchase from the Agency <br />the site for the purchase price of $193,468 in cash. In essence, <br />no cash will be exchanged; the $80,000 will be paid back with tax <br />-increment generated by -the project. <br />3. Redeveloper will operate and maintain a concrete mixer manufactur- <br />ing fa-cility- complex on, the site for not less than four years from <br />the date of issuance by the Agency of a Certificate of Completion. <br />Mrs. Thornberry advised the increased value of the land through acquisi- <br />tion of the property and construction of the complex is approximately <br />$1.3 million. McNeilus Truck and Manufacturing, Inc. projects annual <br />sales to exceed $20 million, with yearly sales tax of $200,000. <br />APR 18 1989 <br />
