13 <br />Mr. John Coelho, 880 South Rancho Avenue, Colton, stated he might be <br />willing to sell if the price was right. <br />Councilwoman Cisneros then asked if Staff has looked into the other <br />piece of property, west of the Cement Plant. <br />Mr. Steve Herrera, of Krieger & Stewart, stated from an engineering <br />standpoint, the nine acre parcel in question, was the most logical <br />piece of property and location for the headworks of the Wastewater <br />Treatment facility. <br />Councilman Rehrer said he did not feel it was right to displace people <br />that have lived here for so many years, and he felt that Staff should <br />check into this matter more thoroughly. <br />Mayor Gonzales stated that although he does frown on eminent domain <br />proceedings, the property is not being used at this time, and has not <br />been used. Mayor Gonzales said he has known the Coelho family for many <br />years and from what he understands, Mr. & Mrs. Coelho are not object- <br />ing to selling the land, their objection is about the sale price. Mayor <br />Gonzales recommended that Staff proceed in this matter, and try to work <br />something out with the Coelho family. <br />® Assistant City Manager Keane advised that the Courts will determine the <br />M fair market value of the parcel. <br />Mr. Cosgrove, of Rutan & Tucker, advised there were a series of offers <br />made to the owners, the full appraised value of the property, in excess <br />of $42,000 per acre. Mr. Cosgrove stated the appraiser was experienced <br />and qualified, and worked over twenty years with CALTRANS. <br />Miss Coelho advised that only last year a 3 acre parcel of land in that <br />same vicinity sold for $85,000 per acre, and another for $72,000 per <br />acre. Miss Coelho stated her family has not been offered fair market <br />value for their property and it was not a good appraisal. <br />Councilman Rios asked if the property is not being used at the present <br />time, what does the family have in mind for this land. <br />Miss Coelho responded the property is being used at the present time, <br />there are horses on the land. Miss Coelho said the family thought the <br />land might eventually be used as a park. <br />After additional discussion, moved by Councilwoman Cisneros, seconded <br />by Councilman Rios, to close the hearing. Unanimous vote. <br />Moved by Mayor Gonzales, seconded by Councilman Rios, to approve RESO- <br />LUTION NO. R-42-89, a Resolution of Necessity. Upon Roll Call, the <br />vote was: AYES: Two; Gonzales, Rios. NOES: Three; Cisneros, Rehrer, <br />Lofy. ABSENT: None. Motion did not carry. <br />City Manager Benest stated that Staff now needs direction on this matter. <br />On Council consensus, Staff was directed to do more study and work on <br />this matter, get together with the property owners for further discuss- <br />ion, and report back to the Council. <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Repair of Well #17 <br />Public Works Director John Hutton reported that Well #17 was making <br />major vibration noises down into the lower end of the well shaft, and <br />this Well supplies the majority of the water for the City's largest zone. <br />Mr. Hutton said with the weather heating up and the high water usage <br />demand by customers and contractors/developers working in that area, <br />it is imperative that this Well be repaired immediately. Mr. Hutton <br />advised that quotes have been received for the repair of the Well, at <br />a cost of $15,000, and there are sufficient funds in the Water Division <br />Account, #21-6001-41, for the repairs. <br />APR 4 1989 <br />
