74 <br />Mr. Hutton concluded Staff recommends Council adopt Resolution No. R- <br />43-89, declaring Well #17 an emergency, approve the waiver of the bid <br />process, and approval of funds for the repair of Well #17. <br />Moved by Councilman Rehrer, seconded by Mayor Gonzales, to approve Staff's <br />recommendation and Resolution No. R-43-89, regarding Well #17. Upon <br />Roll Call, the Vote was Unanimous. <br />RESOLUTION NO. R-43-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON DECLARING AN EMERGENCY AND AUTHORIZ- <br />ING THE REPAIR OF WELL NO. 17. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Budget <br />City Manager Benest advised Staff is proposing the City Council meet with <br />the City's management team to discuss department budget priorities for <br />the coming fiscal year, and it is recommended an informal workshop be <br />scheduled for Thursday, May 11, 1989, from 5:00 to 8:00 p. m., at Fire <br />Station #3. <br />Councilman Lofy stated he would be in agreement with this as long as <br />there are no restrictions and each department would be allowed to pre- <br />sent their full Budget, which would not effect later discussions on the <br />Budget. <br />Councilman Rehrer requested a justification sheet on all Capital Outlay <br />items. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, approving <br />Budget Priority Workshop at Fire Station #3, on Thursday, May 11, 19899 <br />from 5:00 to 8:00 p. m. Unanimous vote. <br />Grants <br />Public Works Director Hutton reported on two Grants recently received iL. <br />that Department, one from the California Energy Commission, in the amount <br />of $395,000, for their Geo -Thermal Project, and another for a Federal <br />Aide Urban Project, in the amount of $330,000, for the realignment of <br />Barton Road/Reche Canyon Road/Hunts Lane. <br />Mr. Hutton commended Staff Members for their efforts and work in obtain- <br />ing these Grants. <br />Sewer Rates/Capacity Charges <br />Assistant City Manager Leslie Keane reviewed information from a previous <br />Council Meeting regarding an increase in sewer user rates and capacity <br />charges. Ms. Keane advised Council suggested Staff consider a senior <br />citizen discount rate and Staff would propose a $1.25 per month increase <br />for seniors 65 and older, in lieu of the initially proposed $2.45 per <br />month increase. Since seniors represent about 18 percent of our popu- <br />lation, this fee reduction would require the City to raise the increase <br />proposed for other residents by an additional $.25, or an increase of <br />$2.70. In order to assure that the discount rate program is equitably <br />enforced, Staff would also propose the following guidelines: <br />1. Only households of no more than two persons, one of which must be <br />65 or older, would qualify for the reduced rate. <br />2. To be eligible for the discount, seniors would be required to regis- <br />ter for the discount each April. <br />3. The proposed Ordinance contains a maximum water usage, which would <br />be monitored by Staff to assure that no more than two people were <br />living in households receiving a senior discount. <br />Ms. Keane continued the City of Colton finds it necessary to raise its <br />sewer user rates and connection charges in order to fund operating costs <br />and to meet State requirements for wastewater treatment -and discharge. <br />Ms. Keane said it is proposed that three existing fees be increased and <br />
