120 <br />Par aAnna I <br />Mayor Gonzales referred to a memorandum from Councilman Rehrer recom- <br />mending that new command positions in the Fire Department, approved in <br />the 1989-90 Fiscal Year Budget, be filled as soon as possible. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve <br />and authorize filling new command positions in the Fire Department. <br />Councilwoman Cisneros stated the Council Members each received a memo- <br />randum from Councilman Lofy in this regard, stating his concerns about <br />this matter. <br />Councilman Lofy stated his memorandum was too lengthy to read, however, <br />he did have some very definite concerns about hiring the Fire Depart- <br />ment personnel at this time. Mr. Lofy cited the cost of the new Fire <br />Station and various other Budget expenditures. Mr. Lofy stated he was <br />aware that these positions were approved in the Budget, however, there <br />are several questions to be answered and matters to be worked out be- <br />fore he would agree to filling these positions. Mr. Lofy requested <br />that this matter be held over pending Staff evaluation. <br />Discussion then followed among Council Members. <br />Mayor Gonzales asked for Roll Call Vote on the Motion. AYES: Two; Rios, <br />Rehrer. NOES: Three; Cisneros, Lofy, Gonzales. Motion did not carry. <br />Pi1RL IC HEARINGS <br />Community Facilities District No. 89-1 <br />Mayor Gonzales announced that this is the time and place fixed for Public <br />Hearing relating to the formation of Community Facilities District No. <br />89-1 (Pacific Summit). The Public Hearing relates to the formation of <br />said District, the authorization to levy a Special Tax, and to incur a <br />Bonded Indebtedness. <br />City Clerk Ramos announced that Notice of the Public Hearing has been <br />given and the following Affidavits are on file: <br />1. Affidavit of Publication of Notice of Intention to form Community <br />Facilities District and authorize Special Tax. <br />2. Affidavit of Publication of Notice of Hearing to Incur Bonded In- <br />debtedness. <br />3. Certificate of Compliance relating to mailing of Notice. <br />City Manager Leslie Keane reported on the formation of Community Facil- <br />ities District No. 89-1 located on an 88 -acre site at the northeast <br />corner of Cooley Drive and Washington Street. Ms. Keane referred to <br />the boundary map, stating the boundaries cannot be increased, nor new <br />services or improvements. <br />Ms. Keane spoke about the School District site for the proposed school, <br />which was approved by the State, and the appraisal. Ms. Keane advised <br />the City would hire their own appraiser. Ms. Keane outlined improve- <br />ments/services that would be provided through the Community Facilities - <br />District taxes/assessments received: <br />1. Interim financing for the purchase of a 10 -acre school site. <br />2. Purchase of a 2.5 -acre park site and construction of various <br />recreational facilities on this and portion of the school site. <br />3. Reimbursement to developer, Pacific Summit, for regional street <br />and utility improvements. <br />4. Rehabilitation of area public streets on a five year schedule. <br />5. Partial operation of a DARE Program at the school site. <br />6. School Crossing Guards. <br />7. Operation of a police patrol car, partially dedicated to this <br />area, and other crime prevention services. <br />Au G 1 1989 <br />
