121 <br />Ms. Keane advised that only property owners within the District, or <br />registered voters within the District, can protest these proceedings. <br />Ms. Keane said if there are no objections or protests from the property <br />owners, or registered voters, the Council can proceed with formation of <br />the District. <br />Ms. Keane advised a Special Election, for the levy of special taxes, <br />bonded indebtedness in the amount of $5 million, and the establishment <br />of an appropriations limit for the District of $600,000, will be held on <br />September 7, 1989, and conducted by the City Clerk. Ms. Keane said the <br />results of this Election will be certified at the Council Meeting of <br />September 19, 1989, as well as the initial actions for the proposed <br />bond sale. <br />Ms. Keane concluded Staff would recommend adoption of four resolutions <br />implementing the formation of Community Facilities District No. 89-1. <br />Mayor Gonzales requested that each person who wishes to speak on this <br />matter give their name and address, and state whether they are property <br />owners or registered voters. <br />(� Mr. Dick Larson, 1380 Cahuilla, Colton, stated that he is neither a <br />property owner or registered voter within the District, however he is <br />® opposed to the formation of this District. Mr. Larson spoke about the <br />co referendum against the zoning of this property and stated he felt the <br />City should table the whole matter at this time. <br />Q <br />Ms. Keane stated she would like to point out that a rezoning does not <br />effect a Mello -Roos District, the formation of the District can proceed. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close <br />the Public Hearing.
