R-114-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON DECLARING AN EMERGENCY AND AUTHORIZ- <br />ING THE REPAIR OF WELL NO. 22. <br />Agreements/W.Q.C.P. <br />Public Works Director John Hutton read his report regarding the selec- <br />tion of a firm for maintenance operations of the Water Quality Control <br />Plant. <br />Mr. Hutton advised that 4 proposals were received and reviewed, as out- <br />lined in the evaluation and summary sheet prepared by Krieger & Stewart, <br />the City's Consulting Engineer. <br />Mr. Hutton continued the City's contract for maintenance operations will <br />expire on August 16, 1989, and the current plant operator has been given <br />a 30 -day extension to allow for continued operation and maintenance of <br />the Plant until such time as the successful firm will assume operation. <br />Mr. Hutton concluded Staff recommends Council approve the firm of Opera- <br />tion Management International and authorize Staff to negotiate a 5 -year <br />Contract for base and optional services as outlined within their proposal. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve <br />Staff's recommendation regarding selection of Water Quality Control <br />Plant Maintenance Operations. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Community Facilities District No. 89-2 <br />City Manager Leslie Keane reported on the formation of Community Facili- <br />ties District No. 89-2 in the West Valley area of the City. The owner <br />of 92 acres in Drainage District No. 1, in the general vicinity of Pepper, <br />San Bernardino, Meridian and Randall Avenues, has filed a petition re- <br />questing the City form a Community Facilities District on his property <br />for the purpose of funding storm drain improvements and regional water, <br />sewer and street improvements. If formed, the District would encompass <br />approximately 366 single family homes, which would be constructed over <br />the next two years. Ms. Keane then outlined the services/improvements <br />that would be funded with the taxes/assessments received through the <br />District. <br />Ms. Keane concluded Staff recommends the City Council proceed with the <br />initial actions required to form Community Facilities District No. 89-2 <br />by accepting and filing property owner John Reichel's petition to form <br />a Mello -Roos Community Facilities District on his property in the West <br />Valley area of the City of Colton, and adopt Resolution Nos. R-115-89 <br />and R-116-89. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to appro, <br />Staff's recommendations with regard to the formation of Community Facil- <br />ities District No. 89-2 and Resolution Nos.
