Mr. Aguilera concluded Staff recommends adoption of Resolution No. R- 111-89, designating Fleming Park to the Local Official Register. Mayor Gonzales asked if anyone present desired to speak on this matter. Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to close the Public Hearing. Unanimous vote. CITY TREASURER'S REPORTS AND RECOMMENDATIONS: City Treasurer Michael Williams reviewed his Investment Portfolio De- tails Report, dated June 30, 1989, explaining the new format for his reports. Mr. Williams stated he has been able to obtain new computer software which will greatly assist him in providing information on the investments and percentages. R-112-89 & R-113-89 Community Development Director Aguilera introduced Ordinance No. 0-15- 89 for Second Reading, stating this Ordinance pertains to the Change of Zone, File Index No. A-2-89, from R -E to R-1, requested by Belco Devel- opment Company. Mr. Aguilera advised that accompanying the Ordinance are two Resolutions, No. R-112-89, regarding the General Plan Amendment, File Index No. G-2-89, and No. R-113-89, approving the architectural de- sign and Tentative Tract 14366. PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: Well No. 22 Public Works Director John Hutton reported on consideration of an emergency Resolution for the repair of Well No. 22, located in Rich Dauer Park, which has been experiencing problems with air being drawn into the water during the pumping of water. Mr. Hutton advised this Well has been continually in operation due to the summer demands and, in order to provide an uninterrupted source of water, it will be necessary to lower the pumping depth an additional 100 feet.
