MAYOR AND COUNCIL ITEMS: Proclamations Mayor Gonzales read in full a Proclamation WELCOMING THE NEW CITY OF YUCAIPA, in honor of its incorporation which was voted in at the Nov- ember 7, 1989 election. PUBLIC HEARINGS: Joint Public Hearing K Mart Corporation Mayor Gonzales declared the City Council Public Hearing open. Chairperson Cisneros declared the Redevelopment Agency Public Hearing open and asked for Roll Call. All Members present. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. City Manager Leslie Keane reported been held between Agency Staff and opment and Disposition Agreement to Cooley Ranch Project area* on current negotiations that have the K Mart Corporation for a Devel- establish a K Mart store in the Ms. Keane advised that although negotiations have been positive and productive, Staff will be rescheduling a public hearing in the first quarter of 1990, which will be renoticed at the appropriate time. Mayor Gonzales asked if anyone present desired to speak on this matter. Moved by Councilman Rehrer, seconded by Councilman Rios, to close the City Council Public Hearing. Unanimous vote. Chairperson Cisneros declared the Redevelopment Agency Public Hearing closed and recessed the Agency until the end of the City Council Meet- ing. FTRF. nRPARTMRNT RRPnRTS ANn RECnMMENnATTnNS Agreements Fire Chief Ron Gemmell reported on a Joint Powers Authority Agreement among the Cities of Colton, Loma Linda, Redlands, Rialto and San Bernardino, which will authorize the establishment of a cooperative agency for the joint and mutual operation of a centralized public safety communications agency to operate a cooperative program of fire protection and related functions through the coordinated use of public safety radio channels and centralized regional computer-aided communi- cations system. Chief Gemmell concluded Staff recommends the City Council approve the Joint Powers Authority Agreement No. 89 and designate, in writing, to CONFIRE the primary and alternate City Council members to serve on the Board of Directors. Moved by Councilman Lofy, seconded by Councilman Rios, to approve Staff's recommendations, and appoint Councilman Rios as the primary Board Member and Councilwoman Cisneros as the alternate Board Member to serve on the Board of Directors.
