162 <br />TO CONSOLIDATE SAID SPECIAL ELECTION WITH THE <br />COUNTY CONSOLIDATED ELECTION TO BE HELD ON <br />THAT DATE PURSUANT TO SECTION 23302 OF THE <br />ELECTION CODE. <br />Mrs. Veralrud stated Resolution No. R-158-89 authorizes certain of its <br />members to file written arguments for or against a City measure, and <br />the final date for submission of arguments will be March 6, 1990. <br />City Manager Keane stated the City Council may wish to authorize the <br />same three Members to file written arguments as approved in a previous <br />Resolution. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve <br />Resolution No. R-158-89, and authorize Mayor Gonzales, Councilwoman <br />Cisneros and Councilman Lofy to file written arguments regarding City <br />Measures. Unanimous vote. <br />RESOLUTION NO. R-158-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, CALIFORNIA, AUTHORIZING CERTAIN OF <br />ITS MEMBERS TO FILE WRITTEN ARGUMENTS REGARD- <br />ING CITY MEASURES. <br />Mrs. Veralrud advised the last action to be taken concerns the prepara- <br />tion of an Impartial Analysis of the ordinances, which will be done by <br />Best, Best & Krieger, who has acted as Special Counsel for the City in <br />this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve <br />Resolution No. R-159-89. Unanimous vote. <br />RESOLUTION NO. R-159-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, CALIFORNIA, DIRECTING THE CITY CLERK <br />TO TRANSMIT A COPY OF CITY MEASURES TO THE <br />SPECIAL COUNSEL FOR THE CITY OF COLTON FOR <br />PREPARATION OF AN IMPARTIAL ANALYSIS OF SAID <br />CITY MEASURES. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Closed Session <br />City Manager Leslie Keane requested a Closed Session at the end of the <br />Meeting. <br />ORAL COMMUNICATIONS: <br />Mr. Jim Mortensen, Rancho Mediterrania Mobile Home Park, 700 East Wash- <br />ington Street, Colton, spoke to the Council Members regarding the con- <br />tinuing high rental increases, stating he understood rental increases <br />were to be based on the current CPI. Mr. Mortensen referred to the <br />Mobile Home Residency Law, asking if something can be done in the mean- <br />time, until this matter is decided in June. <br />Mr. Mortensen was advised that this matter is currently being worked on <br />by the City. <br />RECESS: <br />The City Council recessed at 8:13 p. m., to take up the business of <br />the Redevelopment Agency for the City of Colton, and reconvened at <br />8:17 p. m., all Members present. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:18 p. m., to discuss <br />Labor Relation Matters, pursuant to Government Code Section 54957.62 <br />and Personnel Matters, pursuant to Government Code Section 54957, and <br />reconvened at 9:50 p. m., all Members present. <br />DEC 5 1989 <br />
