162 TO CONSOLIDATE SAID SPECIAL ELECTION WITH THE COUNTY CONSOLIDATED ELECTION TO BE HELD ON THAT DATE PURSUANT TO SECTION 23302 OF THE ELECTION CODE. Mrs. Veralrud stated Resolution No. R-158-89 authorizes certain of its members to file written arguments for or against a City measure, and the final date for submission of arguments will be March 6, 1990. City Manager Keane stated the City Council may wish to authorize the same three Members to file written arguments as approved in a previous Resolution. Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve Resolution No. R-158-89, and authorize Mayor Gonzales, Councilwoman Cisneros and Councilman Lofy to file written arguments regarding City Measures. Unanimous vote. RESOLUTION NO. R-158-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, AUTHORIZING CERTAIN OF ITS MEMBERS TO FILE WRITTEN ARGUMENTS REGARD- ING CITY MEASURES. Mrs. Veralrud advised the last action to be taken concerns the prepara- tion of an Impartial Analysis of the ordinances, which will be done by Best, Best & Krieger, who has acted as Special Counsel for the City in this matter. Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve Resolution No. R-159-89. Unanimous vote. RESOLUTION NO. R-159-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF CITY MEASURES TO THE SPECIAL COUNSEL FOR THE CITY OF COLTON FOR PREPARATION OF AN IMPARTIAL ANALYSIS OF SAID CITY MEASURES. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Closed Session City Manager Leslie Keane requested a Closed Session at the end of the Meeting. ORAL COMMUNICATIONS: Mr. Jim Mortensen, Rancho Mediterrania Mobile Home Park, 700 East Wash- ington Street, Colton, spoke to the Council Members regarding the con- tinuing high rental increases, stating he understood rental increases were to be based on the current CPI. Mr. Mortensen referred to the Mobile Home Residency Law, asking if something can be done in the mean- time, until this matter is decided in June. Mr. Mortensen was advised that this matter is currently being worked on by the City. RECESS: The City Council recessed at 8:13 p. m., to take up the business of the Redevelopment Agency for the City of Colton, and reconvened at 8:17 p. m., all Members present. CLOSED SESSION: The City Council adjourned to Closed Session at 8:18 p. m., to discuss Labor Relation Matters, pursuant to Government Code Section 54957.62 and Personnel Matters, pursuant to Government Code Section 54957, and reconvened at 9:50 p. m., all Members present.
