161 <br />Mr. Aguilera advised the Planning Commission considered this matter on <br />November 14, 1989, and Staff recommended denial with the provision that <br />if the Planning Commission considered approval, the property owners <br />would be advised prior to a final decision. After lengthy discussion, <br />the Planning Commission recommended approval of the Street Name Change <br />as requested. <br />Mr. Aguilera concluded the City Council, if it desires, can approve File <br />Index No. D-90-89 and Resolution No. R-156-89, deny File Index No. D- <br />90-89, or amend the applicant's request to include all of Riverside <br />Avenue, north of La Cadena Drive. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Speaking in favor of the Street Name Change, from Riverside Avenue to <br />Veterans Way, the center portion adjacent to the American Legion, were <br />the following: <br />RESOLUTION NO. R-156-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, APPROVING FILE INDEX NO. D-90-89, <br />A CHANGE OF STREET NAME FROM RIVERSIDE AVENUE <br />TO VETERANS WAY. <br />Councilman Rios suggested that the Planning Division establish guide- <br />lines for future street name changes. <br />Councilwoman Cisneros stated she would not like to be pinned down to <br />guidelines, and felt that each request should be considered on its own <br />merit. <br />Mayor Gonzales and Councilman Lofy were in agreement with Councilwoman <br />Cisneros. <br />CITY CLERK'S REPORTS AND RECOMMENDATIONS: <br />Initiative Petitions, Rent Control for Mobile Home Parks <br />Deputy City Clerk Veralrud reported on the Certification of Initiative <br />Petitions on Rent Control for Mobile Home Parks, which were filed in <br />the City Clerk's Office on October 26, 1989, and determined to be suffi- <br />cient by the Registrar of Voters office. Mrs. Veralrud summarized the <br />information and outlined the actions to be taken by the City Council, <br />stating the first item for consideration is to accept and file the <br />Clerk's Certificate to Petition. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to accept <br />and file the Clerk's Certificate to Petition. Unanimous vote. <br />Mrs. Veralrud continued that next action concerns the holding of a <br />Special Municipal Election to place on the ballot the two proposed <br />Initiative Ordinances, and the date of June 5, 1990 is recommended for <br />the Special Municipal Election, to be consolidated with the County Con- <br />solidated Election, as outlined in Resolution No. R-157-89. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve <br />Resolution No. R-157-89.
