Councilwoman Cisneros requested that the Travel & Meetings Account for the City Manager be reduced and suggested that Ms. Keane review that account and bring back her recommendations for deletions. Moved by Council Member Rehrer, seconded by Council Member Rios, to tentatively approve the Budgets for City Attorney, City Manager, Com- munity Promotion, and City Council. Unanimous vote. CITY CLERK City Manager Keane reported in addition to the base budget the City Clerk has as her priority, a position for an Insurance Specialist and will address the Council on this. City Clerk Ramos explained the position of Insurance Specialist will be split between the City Clerk and Human Resources. Mrs. Ramos reported on the General Liability side the City has a dire need to do in-house field investigations of claims and to keep the discovery phase on track within the City's departments. With regard to the Workers' Compensation Program, the City has a need to devote more time to the process of early case closure. This new position would insure that the City's third party administrator for workers' compensation claims is in fact processing the City's Claims in a timely and economical manner. Council Member Rios asked if this person would be doing Risk Management. City Clerk Ramos responded the person would serve within the Risk Manage- ment Program. Moved by Council Member Rehrer, seconded by Council Member Cisneros, to tentatively approve -the City Clerk's budget as amended. Unanimous vote. ADMINISTRATIVE SERVICES City %anager Keane reported above and beyond the base budget two addi- tional positions were requested, a Training Coordinator and a Senior Office Specialist. Ms. Keane stated both positions have been deleted and the department can live within the base budget. Councilwomn Cisneros asked about the increase in temporary salaries. City Manager Keane responded that the salaries for the interns was pre- viously shown in the Professional Services Account, however, the Tem- porary Salaries Account is better suited for accounting purposes. Councilwoman Cisneros asked that the INternational Personnel Management/ Travel & Meetings be deleted. Moved by Council Member Rehrer, seconded by Mayor Gonzales, to tentative- ly approve the Administrative Services Budget. Unanimous vote. CITY TREASURER City Treasurer Williams reported on the various accounting tasks that he has implemented which have resulted in cost savings to the City. Mr. Williams said one of the tasks was to do away with the Professional Services, i. e. investment counselors and/or brokers. Mr. Williams said in some instances since these services were not budgeted, the expense for service was netted against the interest income. Mr. Williams said he now has responsibility for an additional five million dollars from bond proceeds. As another issue, Treasurer Williams stated discussion has been held regarding transferring the Business License responsibility to him. Mr. Williams stated some of the City's business community have concerns with the confidentiality aspect of the business license transactions.. Treasurer Williams stated his request for a salary increase of $21,000 annually is more than covered by the savings realized by the City through his accounting procedures. JUN 13 1989
