98 <br />Discussion followed with Council consensus being that this matter be <br />taken up on tomorrow's agenda under Personnel. <br />Councilwoman Cisneros requested that the Travel & Meetings Account for <br />the City Manager be reduced and suggested that Ms. Keane review that <br />account and bring back her recommendations for deletions. <br />Moved by Council Member Rehrer, seconded by Council Member Rios, to <br />tentatively approve the Budgets for City Attorney, City Manager, Com- <br />munity Promotion, and City Council. Unanimous vote. <br />CITY CLERK <br />City Manager Keane reported in addition to the base budget the City <br />Clerk has as her priority, a position for an Insurance Specialist and <br />will address the Council on this. <br />City Clerk Ramos explained the position of Insurance Specialist will be <br />split between the City Clerk and Human Resources. Mrs. Ramos reported <br />on the General Liability side the City has a dire need to do in-house <br />field investigations of claims and to keep the discovery phase on track <br />within the City's departments. With regard to the Workers' Compensation <br />Program, the City has a need to devote more time to the process of early <br />case closure. This new position would insure that the City's third party <br />administrator for workers' compensation claims is in fact processing the <br />City's Claims in a timely and economical manner. <br />Council Member Rios asked if this person would be doing Risk Management. <br />City Clerk Ramos responded the person would serve within the Risk Manage- <br />ment Program. <br />Moved by Council Member Rehrer, seconded by Council Member Cisneros, to <br />tentatively approve -the City Clerk's budget as amended. Unanimous vote. <br />ADMINISTRATIVE SERVICES <br />City %anager Keane reported above and beyond the base budget two addi- <br />tional positions were requested, a Training Coordinator and a Senior <br />Office Specialist. Ms. Keane stated both positions have been deleted <br />and the department can live within the base budget. <br />Councilwomn Cisneros asked about the increase in temporary salaries. <br />City Manager Keane responded that the salaries for the interns was pre- <br />viously shown in the Professional Services Account, however, the Tem- <br />porary Salaries Account is better suited for accounting purposes. <br />Councilwoman Cisneros asked that the INternational Personnel Management/ <br />Travel & Meetings be deleted. <br />Moved by Council Member Rehrer, seconded by Mayor Gonzales, to tentative- <br />ly approve the Administrative Services Budget. Unanimous vote. <br />CITY TREASURER <br />City Treasurer Williams reported on the various accounting tasks that <br />he has implemented which have resulted in cost savings to the City. <br />Mr. Williams said one of the tasks was to do away with the Professional <br />Services, i. e. investment counselors and/or brokers. Mr. Williams <br />said in some instances since these services were not budgeted, the <br />expense for service was netted against the interest income. <br />Mr. Williams said he now has responsibility for an additional five <br />million dollars from bond proceeds. <br />As another issue, Treasurer Williams stated discussion has been held <br />regarding transferring the Business License responsibility to him. <br />Mr. Williams stated some of the City's business community have concerns <br />with the confidentiality aspect of the business license transactions.. <br />Treasurer Williams stated his request for a salary increase of $21,000 <br />annually is more than covered by the savings realized by the City <br />through his accounting procedures. <br />JUN 13 1989 <br />
