106 <br />ORDINANCE NO. 0-12-89 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />(First Reading) OF COLTON AMENDING ORDINANCE NO. 10099 SECTIONS <br />6.16.240 AND 6.16.250 OF THE COLTON MUNICIPAL <br />CODE ESTABLISHING SERVICE CHARGES FOR SOLID <br />WASTE COLLECTION FOR RESIDENTIAL COLLECTION AND <br />COMMERCIAL AND INDUSTRIAL COLLECTION. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Community Development Director Jaime Aguilera reported on the proposed <br />Building Security Ordinance, which was a combined effort of the Commun- <br />ity Development Department and the Police Department. <br />Mr. Aguilera continued the Police Department has suggested the City con- <br />sider requiring security construction methods into the body of the hous- <br />ing or commercial structures themselves. The League of California Cities <br />is a proponent of the Model Security Ordinance, which is in line with <br />what the Police Department has discussed with Staff. The proposed Ordi- <br />nance will provide a means by which the City can require changes in the <br />structure of a new business or residence such as deadbolt locks, solid <br />core doors, strategic lighting, extra strength door jambs, etc. The <br />only negative aspect of this Ordinance is that the cost of construction <br />will be slightly increased, however, Staff and the Police Department <br />believe that the little added cost will be well worth the benefits. <br />Mr. Aguilera concluded if Council agrees with Staff's recommendation, a <br />motion to pass First Reading of Ordinance No. 0-13-89 would be in order. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to pass First <br />Reading, and waive full reading, of Ordinance No. 0-13-89. Unanimous <br />vote. <br />ORDINANCE NO. 0-13-89 - AN ORDINANCE AMENDING CHAPTER 15 OF THE COLTON <br />MUNICIPAL CODE, TO REQUIRE SECURITY DEVICES IN <br />CERTAIN BUILDINGS AS BURGLARY PREVENTION MEASURI <br />AND PROVIDING FOR THE ENFORCEMENT THEREOF BY <br />CHAPTER 15. <br />Ordinance No. 0-9-89/Res. No. R-78-89 <br />Community Development Director Jaime Aguilera introduced Ordinance No. <br />0-9-89 for Second Reading, and Resolution No. R-78-89, pertaining to the <br />Zone Change, Index No. A-3-88, and General Plan Amendment, Index No. <br />G-2-88, respectively, as requested by Pacific Summit Development Com- <br />pany. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to pass Second <br />Reading, waive full reading and adopt Ordinance No. 0-9-89.
