No. 0-12-89 <br />Public Works Director John Hutton reported from his memorandum regard- <br />ing a proposed Ordinance to increase service charges of solid waste <br />collection for residential, commercial and industrial users. <br />Mr. Hutton continued with the closure of the Colton landfill, the City <br />of Colton Refuse Service would be required to dump the City's refuse at <br />the Fontana/Rialto landfill or the San Timeteo landfill. The longer <br />hauls would eventually necessitate replacement of trucks and require <br />additional staff. <br />Mr. Hutton then outlined key aspects of the Refuse Study prepared by <br />SCS Engineering and Price Waterhouse, and proposed fees for collection. <br />Mr. Hutton said Staff recommends, based on the results of the Study in- <br />formation and the knowledge that disposal costs will be increasing, the <br />Council approve First Reading of Ordinance No. 0-12-89, and implement <br />the following: <br />1. Maintain a "status quo" where the current residential collection <br />service will be collected at a service fee of $9.98 per month for <br />twice -a -week collection, as shown on Exhibit "A". <br />2. Maintain a "status quo" where the current commercial collections <br />will be collected at a service feel equal to the lowest rate changed <br />by private franchised haulers within the City. This would be re- <br />viewed by Staff on an annual basis and presented to Council for re- <br />view and approval. Staff would recommend approval of the attached <br />service rate schedule shown on Exhibit "B". <br />3. Nos. 1 and 2 to be effective for Fiscal Year 1989-90. <br />4. Repay the loans to the Electric Utility over a 10 -year period. <br />5. Allow for working capital needed to meet future demands. <br />6. Set aside necessary funds for longer hauls. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to pass First <br />Reading, and waive full reading, of Ordinance No. 0-12-89.
