Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation declaring the week of March 6 <br />through 12, 1989, as ARBOR WEEK, which was accepted by Richard Holmer, <br />Human Services Director. <br />Mr. Holmer spoke about the Arbor Day Tree Planting Cememony held in <br />Fleming Park today, and also presented the Council with a plaque from <br />the State Forestry Department. <br />Mrs. Pauline Huntoon, representing the Colton Womens Club, spoke about <br />® the "Green -up & Clean-up" project to help beautify Colton. <br />MMayor Gonzales read in full a Proclamation declaring the month of March <br />as ANTI -VANDALISM MONTH. Mayor Gonzales also read his memorandum, and <br />referred to RESOLUTION NO. R-37-89, establishing an Anti -Vandalism <br />Program. <br />After discussion, moved by Councilwoman Cisneros, seconded by Councilman <br />Rehrer, to approve establishing an Anti -Vandalism Program and Resolution <br />No. R-37-89. Unanimous vote. <br />RESOLUTION NO. R-37-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON WITH RESPECT TO THE ESTABLISHMENT OF <br />AN ANTI -VANDALISM PROGRAM. <br />Boards & Commissions <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, approving <br />and ratifying appointment of Craig E. Henderson to the Utilities Commis- <br />sion. Unanimous vote. <br />Audit Committee <br />Mayor Gonzales read a memorandum regarding the formation of an Audit <br />Committee, which would be responsible for activities such as - <br />1. Review proposals for auditing services and recommend the <br />selection of the City's independent Auditor to the Council. <br />2. Receive and accept annual audits following a presentation <br />by the City's Auditor. <br />3. Review and make recommendations to the Council regarding the <br />City's Audit Management Letter. <br />Mayor Gonzales said members of the proposed Committee would include him- <br />self, Councilwoman Cisneros, Assistant City Manager, Financial Services <br />Manager, and City Treasurer. <br />Councilwoman Cisneros asked why the City Manager was left out and was <br />he aware of this Committee? <br />Mayor Gonzales stated the City Manager, in the past, had made sugges- <br />tions regarding the formation of such a committee and he would, in <br />actuality, be a member of the Committee. <br />Moved by Councilman Lofy, seconded by Councilman Rios, approving forma- <br />tion of Audit Committee as outlined.
