MAYOR AND COUNCIL ITEMS: Proclamations Mayor Gonzales read in full a Proclamation declaring the week of March 6 through 12, 1989, as ARBOR WEEK, which was accepted by Richard Holmer, Human Services Director. Mr. Holmer spoke about the Arbor Day Tree Planting Cememony held in Fleming Park today, and also presented the Council with a plaque from the State Forestry Department. Mrs. Pauline Huntoon, representing the Colton Womens Club, spoke about ® the "Green -up & Clean-up" project to help beautify Colton. MMayor Gonzales read in full a Proclamation declaring the month of March as ANTI -VANDALISM MONTH. Mayor Gonzales also read his memorandum, and referred to RESOLUTION NO. R-37-89, establishing an Anti -Vandalism Program. After discussion, moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve establishing an Anti -Vandalism Program and Resolution No. R-37-89. Unanimous vote. RESOLUTION NO. R-37-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON WITH RESPECT TO THE ESTABLISHMENT OF AN ANTI -VANDALISM PROGRAM. Boards & Commissions Moved by Councilwoman Cisneros, seconded by Councilman Rios, approving and ratifying appointment of Craig E. Henderson to the Utilities Commis- sion. Unanimous vote. Audit Committee Mayor Gonzales read a memorandum regarding the formation of an Audit Committee, which would be responsible for activities such as - 1. Review proposals for auditing services and recommend the selection of the City's independent Auditor to the Council. 2. Receive and accept annual audits following a presentation by the City's Auditor. 3. Review and make recommendations to the Council regarding the City's Audit Management Letter. Mayor Gonzales said members of the proposed Committee would include him- self, Councilwoman Cisneros, Assistant City Manager, Financial Services Manager, and City Treasurer. Councilwoman Cisneros asked why the City Manager was left out and was he aware of this Committee? Mayor Gonzales stated the City Manager, in the past, had made sugges- tions regarding the formation of such a committee and he would, in actuality, be a member of the Committee.
