The Plan also provides a facility inventory list and a needs <br />assessment profile for the County, citing criteria, general require- <br />ments for handling and storage of hazardous waste, land use require- <br />ments, transportation, enforcement, etc. <br />Mr. Aguilera then referred to Resolution No. R-68-89, which indicates <br />certification on behalf of the City of Colton of the County's Hazardous <br />Waste Management Plan. <br />Mr. Aguilera concluded Staff recommends adoption of the Plan and Reso- <br />lution No. R-68-89. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, adopting <br />the County of San Bernardino Hazardous Waste Management Plan and Reso- <br />lution No. R-68-89. Unanimous vote. <br />RESOLUTION NO. R-68-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, CERTIFYING THE COUNTY OF SAN BER- <br />NARDINO HAZARDOUS WASTE MANAGEMENT PLAN, IN <br />COMPLIANCE WITH THE TANNER ACT. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />RDA <br />Economic Development Director Jennifer Thornberry reported on the multi - <br />project area bond issue, advising after evaluating the increased flow <br />of tax increment in several project areas, Financial Advisor, Rod Gunn, <br />Legal Counsel, Best, Best & Krieger, and Staff recommend that additional <br />tax allocation bonds be sold for Cooley Ranch, Santa Ana River and Down- <br />town Project No. 1, and that the City Council and Redevelopment Agency <br />form a public financing authority in order to issue bonds for all three <br />projects at one time. <br />Mrs. Thornberry then reviewed the amounts of monies involved for each <br />project area, of the proposed issue, and also the examples of the use of <br />these funds in each area. Mrs. Thornberry said the recommendation that <br />the Agency and City form a financing authority to issue tax allocation <br />bonds was based on five reasons, which were outlined by Mrs. Thornberry. <br />Mrs. Thornberry stated if this process is approved, the financing author- <br />ity would consist of the members of the Agency and City Council with <br />elected officers. The authority would issue the bonds and loan the pro- <br />ceeds to each Project Area. Repayment of the bonds would be guaranteed <br />by the flow of tax increment from each Project Area. <br />Mrs. Thornberry concluded Staff recommends the City Council approve <br />Resolution Nos. R-65-89 and R-66-899 to initiate the procedures as out- <br />lined. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve <br />Resolution Nos. R-65-89 and R-66-89.
