M <br />The City Council recessed at 8:10 p. m., to take up the business of <br />the Redevelopment Agency for the City of Colton, and the Colton Public <br />Financing Authority, and reconvened at 8:18 p. m., all Members present. <br />Personnel <br />Assistant City Manager Leslie Keane reported on the reclassification of <br />three clerical positions in the City, as recommended by Personnel Assoc- <br />iates, who conducted field interviews with all clerical employees and <br />their supervisors. Based on this information and a comparison of dutie;- <br />for similar jobs in other agencies, Personnel Associates recommends the <br />reclassification/upgrade of three existing clerical positions, which <br />are: <br />1. Reclassify Finance Senior Office Specialist to Accounting Technician. <br />2. Upgrade Electric Utility Secretary Position to Administrative Secre- <br />tary (existing job title); Underfill Position with Existing <br />Secretary. <br />3. Reclassify Executive Secretary to Administrative Coordinator. (New <br />Job Title) <br />Ms. Keane advised the new job title of Administrative Coordinator would <br />require a resolution, which is before the City Council for consideration. <br />Ms. Dena Smith, representing the San Bernardino Public Employees Associ- <br />ation, spoke in favor of the reclassification of the three clerical <br />positions, stating she was hopeful that the City Council would be in <br />agreement with the recommendations of Personnel Associates. <br />On Council consensus, this matter was deferred until the Budget Sessions. <br />pnrannnnl <br />Fire Chief Ron Gemmell advised that Staff recommends the City Council <br />authorize the hiring of three Fire Captains and six Fire Engineers from <br />existing eligibility lists, effective July 1, 1989, for Fire Station. <br />No. 4, which should be completed the last part of July or first of <br />August, 1989. <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, approving the <br />hiring of Fire personnel for Fire Station No. 4 as outlined. Vote was <br />unanimous. <br />Budget/Audits <br />Assistant City Manager Leslie Keane reported from her memorandum regard- <br />ing selection of a fiscal auditor for the City, stating Staff recommends <br />the City Council award a five-year contract for general financing audit- <br />ing services, commencing with the 1988-89 fiscal year, to the firm of <br />Diehl Evans & Company, and the firm of McGladrey & Pullen be retained <br />on an as-needed/as-budgeted basis for special projects. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve <br />Staff's recommendations as outlined for selection of City's Fiscal <br />Auditor. Unanimous vote. <br />nRAT. COMMTTNTCATTONS : <br />Mr. Jim Mortensen, 700 East Washington Street, Space #101, requested th <br />City fix the traffic light at the corner of Washington Street and Mt. <br />Vernon Avenue, for the left turn lane. <br />City Manager Benest stated that Staff will take care of this. <br />Mrs. Hazel I. Griswold, 1053 Virginia Avenue, complained about the es- <br />tablishment Tudy's Tavern, and the loud noise, excessive traffic, fights, <br />accidents, etc., as a result of this bar. Mrs. Griswold said she and <br />her neighbors feel this business is a public nuisance, an invasion of <br />their privacy, and they would like to go on record as opposing this <br />establishment. <br />MAY 16 1989 <br />
