153 <br />Ms. Keane stated the process involved in generating a regional air <br />quality element will require the services of a consultant, with con- <br />tract administration to be provided by County staff. It is anticipated <br />that participation and review will be accomplished by two committees, <br />one that would be the technical committee composed of city and county <br />staff, and the other would be the advisory committee composed of city <br />and county leaders. Ms. Keane said the County has requested that the <br />cities in the County each formally adopt a resolution recognizing the <br />County as lead agency for the project, allocate funding for initial <br />project costs, appoint City Planning or Community Development Directors <br />to a Technical Committee, and appoint a Council Member to the Project <br />Advisory Committee. <br />Ms. Keane concluded Staff recommends the Council approve an allocation <br />of $4,560 from its Contingency account to fund initial air quality <br />project costs; appoint a Council Member to serve on the County -wide Air <br />Quality Advisory Committee; and adopt Resolution No. R-146-89, indicat- <br />ing the City's formal partnership in the county -wide Air Quality Project. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to approve Staff's <br />recommendations and adopt Resolution No. R-146-89. Unanimous vote. <br />Dog License Fees <br />City Manager Leslie Keane reported on an addition to Chapter 7, Section <br />7.08, of the Colton Municipal Code, relating to dogs and cats, and the <br />waiver of a license fee for signal dogs, guide dogs, service dogs for <br />the disabled, and for trainers of these dogs. <br />Ms. Keane stated Staff recommends considering First Reading of Ordinance <br />No. 0-25-89. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to pass First <br />Reading and waive full reading of Ordinance No. 0-25-89. Vote was <br />unanimous. <br />ORDINANCE NO. 0-25-89 - AN ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, <br />(First Reading) ADDING SECTION 7.08.021 TO CHAPTER 7 OF THE <br />COLTON MUNICIPAL CODE REGARDING WAIVER OF CER- <br />TAIN DOG LICENSE FEES. <br />Bids <br />Economic Development Director Jennifer Thornberry reported on award of <br />bid for the Colton Musuem renovations, Phases IV, V and VI, advising <br />that as a result of negotiations with CPW, Inc., the contractor has <br />agreed, at the City's request, to delete certain items from the base <br />bid in order to provide a contingency and to remove items which can <br />be accomplished by City or volunteer forces. Mrs. Thornberry stated <br />the new base bid amount is $2049772, which is a $16,670 reduction from <br />the original base bid amount, and also provides for slightly under a <br />12% contingency which is anticipated to be adequate to cover the costs <br />of possible change orders. In addition, the contractor has agreed to <br />complete any of the deleted items or addenda at the stated costs if <br />contingency funds are available upon completion of the base bid. <br />Mrs. Thornberry concluded Staff recommends the City Council accept the <br />bid from CPW, Inc., in the amount of $204,772, and authorize the City <br />Manager to execute an Agreement with that firm. <br />Discussion followed between Staff and Council Members regarding com- <br />pletion of the museum, items yet to be completed, etc. <br />NOV 7 1989 <br />
