Inc., Colton Museum Renovations, Phase IV, <br />V. and VI. (Removed from Consent Calendar to City Manager's <br />Reports and Recommendations). <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve the -- <br />Consent Calendar, with deletion of Item Nos. 12 and 13. Unanimous vote, <br />MAYOR AND COUNCIL ITEMS: <br />Resolutions <br />Councilman Lofy read in full a Resolution of Recognition on behalf of <br />Robert Mapstead, Firefighter/Paramedic, who is leaving the service of <br />the City of Colton. <br />Mr. Mapstead accepted the Resolution and thanked the Mayor and Council <br />Members, stating he has enjoyed his 9 years of service with the City <br />and plans to stay active in Colton. <br />Mayor Gonzales read in full a Resolution of Commendation on behalf of <br />Police Officer Joe Gutierrez and his K-9 Partner Cello, who won First <br />Place in the Novice Division of the Inland Valley K-9 Association Police <br />Service Dog Competition. The Resolution was accepted by Officer <br />Gutierrez and his K-9 Partner Cello. <br />CORRESPONDENCE: <br />Mr. Johnny Guy, P. 0. Box 4396, Montclair, spoke to the City Council <br />regarding the City's regulations and ordinance on fortune telling. <br />Mr. Guy advised that in 1985 the California Supreme Court found most <br />regulations to be unconstitutional. Mr. Guy said he would like to <br />become a resident of Colton, he has practiced fortune telling in San <br />Bernardino, and wanted to know if the City of Colton has any plans to <br />change its ordinance or regulations on this practice. <br />City Attorney Edwards advised the decision of the Supreme Court dealt <br />with a case in the City of Azusa, and Colton's ordinance differs from <br />that matter. Mr. Edwards stated the City has never had any litigation <br />or problem with its ordinance. <br />Mayor Gonzales suggested that Mr. Guy get in touch with City Attorney <br />Edwards on this matter and see what could be resolved. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />County Air Quality Project <br />City Manager Leslie Keane reported the South Coast Air Basin's Air <br />Quality Management Plan was adopted by the California Air Resources <br />Board on August 15, 1989. Ms. Keane continued although full imple- <br />mentation is to occur over a 20 year period, result of reduced air <br />pollution must be shown in the first five years of the Plan. Because <br />air quality standards are not being met, the South Coast Air Quality <br />Management District is now requiring jurisdictions to adopt air quality <br />elements whereby policy and specific actions must be developed that <br />can be monitored to reduce air pollution in the District. State legis- <br />lation is also being proposed which will make air quality elements man- <br />datory in all general plans. <br />Ms. Keane advised the County of San Bernardino is proposing that a <br />regional air quality element be prepared as a joint effort of the <br />County, SANBAG, and affected cities. The County is prepared to manage <br />this project providing full review and coordination with each city <br />staff in addition to utilizing air quality consultants. SANBAG will <br />be offering $50,000 to initiate the proposal and to reduce each city's <br />contribution to the project. <br />N OV 7 1989 <br />
