R-140-89. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve <br />the Consent Calendar. Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Proclamations <br />Councilwoman Cisneros read in full a Proclamation designating the week <br />of October 15 through 21, 1989, as NATIONAL BUSINESS & PROFESSIONAL <br />WOMEN'S CLUB WEEK. The Proclamation was accepted by Mrs. Betty McQuater. <br />Mayor Gonzales read in full a Proclamation designating the week of <br />October 23 through 27, 1989, as NATIONAL BIBLE WEEK. <br />Councilman Rios read in full a Proclamation designating the week of <br />October 22 through 29, 1989, as RED RIBBON WEEK. The Proclamation <br />was accepted by Jose Urrea, Chairman of the Parks & Recreation Commission. <br />Mayor Gonzales read in full a Proclamation designating November 1, 1989 <br />through the ;year 1990 as BUCKLE UP FOR LIFE CHALLENGE. The Proclamation <br />was accepted by Captain Jack Stratton, Police Department. <br />Resolutions <br />Councilman Lofy read in full a RESOLUTION OF RECOGNITION honoring <br />Dennis Bickers, Firefighter/Paramedic, Colton Fire Department, for his <br />achievements and athletic ability in the Tennis Competition held in <br />Huntington Beach in July, for the 1989 California State Fireman Olympics. <br />Mr. Bickers -thanked the City and Council Members for this recognition <br />and invited all those present for cake and coffee after the meeting. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Police/Drug Abuse Program <br />Captain Jack Stratton, Colton Police Department, made a presentation re- <br />questing funds to purchase lapel pins, buttons, bumper and window stickers, <br />and easel cards, to display and use throughout the City in conjunction <br />with the "Drug Use Is Life Abuse" Program, being supported by our Police <br />Department and other County agencies. <br />Capt. Stratton concluded Staff recommends that the City Council allocate <br />an amount of $2,500 from its Contingency Account for the purchase of <br />the items outlined, and adopt Resolution No. R-141-89, supporting the <br />"Drug Use Is Life Abuse" Program. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, approving <br />Staff's recommendations as outlined. Unanimous vote. <br />RESOLUTION NO.
