145 <br />Personnel/Fire <br />Mayor Gonzales referred to a memorandum from Councilman Rios, recommend- <br />ing that the City proceed to fill three budgeted Fire Battalion Command- <br />ers positions. <br />Councilman Rios stated the report previously requested on this matter <br />has been received, and he felt there was no reason to delay the hiring <br />for these positions, as it had been approved in the budget. Councilman <br />Rios said it was his understanding these positions will be filled by <br />in-house personnel, within our Fire Department, and if the City can <br />promote from within and exercise the benefits of upward mobility for our <br />employees, then he is all for it. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to authorize <br />the hiring of three Fire Battalion Commanders for the Fire Department. <br />Councilman Lofy stated he was aware that these positions had been ap- <br />proved in the Budget, however, he still felt the City should hold off <br />on filling these positions. Mr. Lofy reminded the Council Members <br />that the City is about to begin negotiations with six other employee <br />units. Mr. Lofy said he has not changed his mind on this issue. <br />LO Mayor Gonzales stated he also felt these positions should not be con- <br />® sidered at this time. Mayor Gonzales said he fails to see how these <br />Co positions can be considered now when there is no definite job descrip- <br />tion available or salary quoted. Mayor Gonzales said he felt that the <br />Firefighters and/or Paramedics positions were greatly needed, and it <br />would seem that the Fire Department was becoming "top heavy". <br />Councilwoman Cisneros asked Councilman Lofy if he felt the questions he <br />had raised at a previous Council Meeting on this issue had been answered <br />in the Staff report. <br />Councilman Lofy responded no. <br />After additional discussion, Mayor Gonzales asked for a Roll Call Vote <br />on the Motion. Ayes: Two; Rios, Rehrer. Noes: Three; Cisneros, Lofy, <br />Gonzales. Absent: None. Motion did not carry. <br />HUMAN SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Holiday Fund -Raiser <br />City Manager Keane reported from a memorandum submitted by Human Services <br />Director Rich Holmer, regarding a holiday fund-raiser to be coordinated <br />between the Human Services Department and Colton resident, Mitch Chavez. <br />Mr. Chavez will bicycle from Hoover Dam, in Nevada, to Colton, a distance <br />of approximately 280 miles, in late November. It is being suggested <br />that those interested can pledge a flat dollar amount or .5 cents per <br />mile. All proceeds raised by this event will go toward purchasing <br />Christmas baskets, toys and gifts for low income families in Colton. <br />The holiday baskets will be distributed by the City through the Hutton <br />and Luque Community Centers. <br />Ms. Keane concluded Mr. Chavez is to be commended for his community and <br />holiday spirit, and for being willing to take on such a feat. <br />Mr. Mitch Chavez spoke to the Council explaining the route that will be <br />taken and the people that will be riding along in vans to assist him. <br />Mr. Chavez said he has lived in Colton all his life, the town and its <br />people have always been good to him, and he would like to give some- <br />thing back to the City. <br />The Council Members commended Mr. Chavez for his courage and spirit, and <br />stated something special should be planned upon his return to the City. <br />Ms. Keane advised that the City is planning a "Grand Homecoming" for <br />Mr. Chavez, he will be met at the outskirts of town by the Colton Police <br />and escorted in, afterwhich there will be a "Homecoming" celebration. <br />0 CT 3 1989 <br />
