13'7 <br />Boards & Commissions <br />Moved by Councilman Rehrer, seconded by Councilman Rios, ratifying ap- <br />pointment of Bruce Bennett to the Planning Commission. Unanimous vote. <br />PUBLIC HEARINGS: <br />Community Facilities District No. 89-2 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavits of Publication and reported <br />that no protests or objections had been received. <br />City Manager Leslie Keane reported on the establishment of Community <br />Facilities District No. 89-23, the levy of special taxes on the land <br />within the boundaries of the District, and the District's ability to <br />issue bonds and incur debt. Ms. Keane then outlined the improvements <br />and services that would be provided from tax/assessments received through <br />the District. <br />Ms. Keane stated if the Council's decision is to proceed with the forma - <br />of the District, a special election, with respect to the levy of special <br />taxes, bonded indebtedness in the amount of $9 million, and the process <br />LD to be used to establish an annual appropriations limit for the district, <br />0 will be conducted by the City Clerk later in this meeting. <br />co Ms. Keane then discussed the flooding problems in the West Valley area <br />Q <br />of the City and the need for public drainage facilities, which will be <br />provided through the District, along with fire, police and recreational <br />facilities. <br />Ms. Keane concluded Staff would recommend to proceed with the formation <br />of Community Facilities District No. 89-2 and adoption of Resolution Nos. <br />R-123-899 R-124-89 and R-125-89. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close <br />the Public Hearing. R-125-89 - <br />Zone Change <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ACTING ON BEHALF OF COMMUNITY FACILITIES <br />DISTRICT NO. 89-2, DETERMINING THE NECESSITY TO <br />INCUR BONDED INDEBTEDNESS IN THE AMOUNT OF <br />$91,0003,000 WITHIN COMMUNITY FACILITIES DISTRICT <br />NO. 89-2 OF THE CITY OF COLTON. <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ACTING ON BEHALF OF COMMUNITY FACILITIES <br />DISTRICT NO. 89-2 CALLING A SPECIAL ELECTION. <br />Mayor Gonzales declared the Continuation of the Public Hearing. <br />City Manager Leslie Keane stated with the approval of the previous <br />matter on Community Facilities District No. 89-2, this matter can be <br />terminated, the hearing closed, and no further action is necessary. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close <br />the Public Hearing, concerning the Zone Change on property located at <br />the northeast: corner of Pepper and San Bernardino Avenues.
