PUBLIC HEARINGS: Community Facilities District No. 89-2 Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavits of Publication and reported that no protests or objections had been received. City Manager Leslie Keane reported on the establishment of Community Facilities District No. 89-23, the levy of special taxes on the land within the boundaries of the District, and the District's ability to issue bonds and incur debt. Ms. Keane then outlined the improvements and services that would be provided from tax/assessments received through the District. Ms. Keane stated if the Council's decision is to proceed with the forma - of the District, a special election, with respect to the levy of special taxes, bonded indebtedness in the amount of $9 million, and the process LD to be used to establish an annual appropriations limit for the district, 0 will be conducted by the City Clerk later in this meeting. co Ms. Keane then discussed the flooding problems in the West Valley area Q of the City and the need for public drainage facilities, which will be provided through the District, along with fire, police and recreational facilities. Ms. Keane concluded Staff would recommend to proceed with the formation of Community Facilities District No. 89-2 and adoption of Resolution Nos. R-123-899 R-124-89 and R-125-89. Mayor Gonzales asked if anyone present desired to speak on this matter. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close the Public Hearing. Unanimous vote. City Manager Leslie Keane stated with the approval of the previous matter on Community Facilities District No. 89-2, this matter can be terminated, the hearing closed, and no further action is necessary. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close the Public Hearing, concerning the Zone Change on property located at the northeast: corner of Pepper and San Bernardino Avenues.
