k <br />Zone Change <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Posting and reported that <br />no protests or objections had been received. <br />Community Development Director Jaime Aguilera reported on a change of <br />zone, from C-2, General Commercial, to PF, Public Facility, on property, <br />located at the northeast quadrant of North La Cadena Drive and "F" <br />Street, to construct a proposed three story, 101 unit senior citizens <br />housing complex. <br />Mr. Aguilera continued the site was originally developed commercially <br />with a gasoline service station and later with a grocery store, and was <br />also used as a roller rink prior to being abandoned in 1978. In order <br />to construct the proposed facility, the existing structure must be de- <br />molished. Mr. Aguilera advised construction of the proposed project <br />will assist the Colton Redevelopment Agency in addressing an identified <br />need for affordable senior citizen housing in the City, as noted in the <br />Housing Element of the General Plan. <br />Mr. Aguilera said the Planning Commission reviewed the Zone Change and <br />General Plan Amendment and unanimously recommended approval of the pro- <br />posal. <br />Mr. Aguilera concluded Staff recommends waiving Full Reading of Ordi- <br />nance No. 0-20-89 and passing First Reading. Final action on the General <br />Plan Amendment will be taken at the time of Second Reading of the Ordi- <br />nance. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Mrs. Margaret Ritz, 655 North 4th Street, stated there are many senior <br />citizens that are concerned there are HUD monies involved with this <br />project and that it will turn into another low income housing project. <br />City Manager Leslie Keane stated there are no HUD monies involved with <br />this complex, only Redevelopment Agency funds. Ms. Keane advised the <br />Redevelopment Agency has taken action stating that this will be a senior <br />citizen project only, and this is legally binding action. <br />Mrs. Ritz then spoke about other projects in the Colton area that were <br />supposedly designated for senior citizen housing and later become low <br />income housing, funded through HUD, and the people do not want that for <br />this project. <br />After additional discussion, Ms. Keane recommended that Mrs. Ritz come <br />into her office tomorrow and discuss this matter with her and the Economic <br />Development Director, Jennifer Thornberry. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to close the <br />Public Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to waive <br />full reading and pass First Reading of Ordinance No. 0-20-89.
