Councilman Rios read in full a Proclamation declaring April 29 through <br />May 6, 1990, as SOIL & WATER STEWARDSHIP WEEK. <br />Mayor Gonzales read in full a Proclamation declaring April 23 through <br />279 1990, as NATIONAL LIBRARY WEEK. The Proclamation was accepted by <br />City Librarian, David Davis. <br />Councilman Lofy read in full a Proclamation declaring April 22 through <br />289 1990, as VICTIMS' RIGHTS WEEK. <br />Boards & Commissions <br />Moved by Councilman Lofy, seconded by Councilman Rios, ratifying ap- <br />pointment of Brett Buffington to the Cemetery Commission. Unanimous <br />vote. <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, ratifying ap- <br />pointment of Susan Carr to the Parks & Recreation Commission. Unanimous <br />vote. <br />CORRESPONDENCE: <br />Mrs. Gerry Ferris, Reche Canyon resident and member of the Reche Canyon <br />Ryders, ETI Corral X75 equestrian group, stated she would like to pre- <br />sent a check in the amount of $613. to members of the Renaissance <br />Pleasure Faire Equestrian Group, in behalf of a benefit horse show held <br />in February in their honor at the J & H Arena in Colton. <br />Members of the Renaissance Pleasure Faire made a presentation, explain- <br />ing their program and activities. <br />Mrs. Tricia Raminski, Reche Canyon resident, spoke about the equestrian <br />trails in Reche Canyon, asking if the City intends to keep these trails <br />open and improve and preserve them. <br />Community Development Director Jaime Aguilera advised the City will <br />pay approximately $115,000 to a consultant to do the Specific Plan for <br />Colton. Mr. Aguilera stated there are equestrian trails and parks pro- <br />vided in the Plan, and this portion has almost been completed. Mr. <br />Aguilera said upon completion of an EIR, public hearings will be con- <br />ducted. Mr. Aguilera advised there has been conversation of a major <br />trail system, from the Santa Ana Channel to the ocean, and the back- <br />bone system will be funded from Park Development Funds. <br />Mr. Gene McMeans, Reche Canyon resident and member of the Santa Ana <br />Corridor Trails Task Force, spoke to the City Council regarding the <br />Specific Plan and future equestrian trails, and more specifically con- <br />cerning the signalization and crossing at the intersection of Barton <br />Road and Reche Canyon Road. <br />3 <br />
