ADJOURNED CITY COUNCIL MEETING iw, <br />AUGUST 28, 1990 *- ` <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date at 5:30 p.m., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />ROLL CALL <br />Council Members present were Rios, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Sotelo, City Attorney Edwards, <br />and City Clerk Ramos. Staff present were William Parrot, Jerry Young, <br />and William Miller. <br />Fiscal Year 1990-91 Budget <br />City Manager Sotelo reported on June 19, 1990, the City Council adopted <br />an interim budget that allowed activities to continue. That budget has <br />been reviewed and corrections and modifications implemented, and is now <br />being presented for adoption. The budget is a status -quo budget with a <br />minimum of additions. <br />Mr. Sotelo continued the proposed Budget totals $49,025,321. in Expendi- <br />tures, $45,025,051. in proposed Revenue and $1,304,906. in Contingency <br />Reserve. The Budget includes two new urgently needed positions - one <br />new Code Enforcement Officer and one Business License Officer. <br />Mr. Sotelo advised an expanded budget was not possible for this fiscal <br />year, due to the slow growth in sales tax and escalating costs to pro- <br />vide services. In January of 1991, a mid -year Budget review will be <br />conducted and, revenues permitting, additional positions and programs <br />will be considered. <br />Mr. Sotelo stated for the remainder of the fiscal year, the following <br />actions will be implemented: <br />Conduct an in-depth survey of existing fees to determine if the <br />fees are self-supporting. If not, request that the Council raise <br />fees based on the study. <br />Establish a multi-level expenditure review system to ensure appro- <br />priate expenses. <br />Implement a selective hiring system; freeze non-essential vacancies <br />and utilize salary savings. <br />Ensure that the City is capturing a maximum amount of grant funds <br />available. <br />Reduce travel and convention expenditures. tZ 81JW <br />1 *WAI" <br />
