Mr. Elden Hammen, 960 Virginia Avenue, Colton, stated he did not want <br />to be charged for Refuse services as he did not use the service that <br />often and felt he did not need it. <br />Councilman Rios stated until this policy changes for everyone, it <br />should be followed. <br />On Council consensus, Mr. Hammen was directed to continue paying for <br />the Refuse service. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Nordic Development <br />Community Development Director Jaime Aguilera reported on the status of <br />Nordic Development Company and the residents at the Paradise Hills tract. <br />Mr. Aguilera advised that Staff has met with homeowners from Paradise <br />Hills and they continue to have problems. Although many of the issues <br />have been resolved, Nordic has failed to address all the problems within <br />the thirty -day time allotted them. The City Manager has written letters <br />to all homeowners which essentially requests that those people who are <br />still not satisfied with Nordic's performance, contact the City so that <br />Staff can follow up with the Contractor's Licensing Board. <br />Mr. Aguilera referred to a proposed resolution which the City Council <br />may wish to direct to the State Department of Consumer Affairs, and also <br />to let the homeowners know that the City will not tolerate Nordic's <br />cavalier attitude. <br />Mr. Aguilera concluded there is an arbitration process that the home- <br />owners can now use and they can submit a list of their concerns that <br />have not been addressed. Mr. Aguil.era said we need to allow the process <br />to continue and allow the work to be done. <br />The following speakers addressed the City Council with their concerns, <br />regarding the poor and shoddy workmanship on their homes, inadequate <br />and poor quality construction, list of repairs, complaints, inequities <br />that are never taken care of or completed, that the City must do some- <br />thing to stop this contractor as the residents are really suffering and <br />he has not met his obligations, and they requested that a moratorium be <br />placed on Phase II of the project: <br />Mr. James Ruppert, 3042 Canyon Vista Drive, Colton. (Gave the Council. <br />Members copies of letter to Wayne Nepthal, Nordic Development Co., re- <br />garding discrepancies and work to be done, together with photos) <br />Mrs. Dorene Shea, 3041 Prado Lane, Colton. <br />Mr. Tony Ramirez, 3027 Prado Lane, Colton. <br />Mr. Robert Sparks, 3029 Prado Lane, Colton. <br />Mrs. Brenda Procel, 3035 Prado Lane, Colton. <br />Mrs. Debbie Stanbra, 1701 Ridgeview, Colton. (Gave the Council Members <br />copy of escrow instructions from Orange Coast Title Co., regarding <br />4 Inc B V U, <br />
