Mr. Elden Hammen, 960 Virginia Avenue, Colton, stated he did not want to be charged for Refuse services as he did not use the service that often and felt he did not need it. Councilman Rios stated until this policy changes for everyone, it should be followed. On Council consensus, Mr. Hammen was directed to continue paying for the Refuse service. COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: Nordic Development Community Development Director Jaime Aguilera reported on the status of Nordic Development Company and the residents at the Paradise Hills tract. Mr. Aguilera advised that Staff has met with homeowners from Paradise Hills and they continue to have problems. Although many of the issues have been resolved, Nordic has failed to address all the problems within the thirty -day time allotted them. The City Manager has written letters to all homeowners which essentially requests that those people who are still not satisfied with Nordic's performance, contact the City so that Staff can follow up with the Contractor's Licensing Board. Mr. Aguilera referred to a proposed resolution which the City Council may wish to direct to the State Department of Consumer Affairs, and also to let the homeowners know that the City will not tolerate Nordic's cavalier attitude. Mr. Aguilera concluded there is an arbitration process that the home- owners can now use and they can submit a list of their concerns that have not been addressed. Mr. Aguil.era said we need to allow the process to continue and allow the work to be done. The following speakers addressed the City Council with their concerns, regarding the poor and shoddy workmanship on their homes, inadequate and poor quality construction, list of repairs, complaints, inequities that are never taken care of or completed, that the City must do some- thing to stop this contractor as the residents are really suffering and he has not met his obligations, and they requested that a moratorium be placed on Phase II of the project: Mr. James Ruppert, 3042 Canyon Vista Drive, Colton.
