City Attorney Edwards stated that he and the Animal Control Officer <br />have been working on an ordinance prohibiting vicious animals. <br />Ms. Goggin stated she was not referring to vicious animals, but to the <br />Pitbull in particular, because they are a very dangerous breed and not <br />like any other dog. <br />After additional discussion, City Attorney Edwards was instructed to <br />proceed with the proposed ordinance and present it at the next regular <br />Council Meeting. <br />Mr. Fred Cordova, 190 West "E" Street, stated he hoped the City would <br />keep in mind those residents that have dogs to protect their property, <br />and he would like to see the proposed ordinance. <br />CITY TREASURER'S REPORTS AND RECOMMENDATIONS: <br />City Treasurer Michael Williams referred to correspondence from the C.P.A. <br />Firm of McGladrey & Pullen, reviewing investment activity and losses <br />the City has realized due to prior transactions with the firms of <br />Prudential-Bache Securities and Denman & Company. Mr. Williams stated <br />there was no actual contract with Denman & Company. Mr. Williams ad- <br />vised he terminated services with Prudential-Bache after learning that <br />approximately $279,480 was lost in the purchase and sale of mutual funds <br />over the past several years, and ceased dealings with Denman and Com- <br />pany because proper documentation of securities and the split of <br />profits was not verified or given to him. Mr. Williams said the former <br />Treasurer was responsible for $18.4 million in investments, and since <br />he took office in 1988 they now total $35.7 million. Mr. Williams ad- <br />vised he has saved over $30,000 for the City in broker's fees as he is <br />now doing this portion and handling the investments for the City. <br />Mr. Williams referred to a memorandum sent to the Mayor and Council in <br />May of 1989, outlining the work he had done since taking office and re- <br />questing an increase in salary. Mr. Williams said this was deferred to <br />the Redevelopment Agency Budget Sessions, after which no action was <br />taken on his request. Mr. Williams then read a memorandum from former <br />City Manager Leslie Keane, dated July 17, 1989, wherein the Chairperson <br />of the Redevelopment Agency instructed the City Manager that no salary <br />increases for the City Treasurer would be considered during those Budget <br />Sessions. <br />Mr. Williams stated that he had also asked to oversee the Business <br />License operation, and he has not been given an answer in this regard <br />either. <br />Mr. Williams stated he has not been treated fairly or with any courtesy <br />from the City Council, and he would like some answers. <br />6 <br />.FEB 2 0 WX <br />
