Mayor Gonzales stated he agreed that courtesy and fairness was lacking <br />from the Council to the City Treasurer. Mayor Gonzales said Mr. Williams <br />has been doing an outstanding job for the City, utilizing new methods <br />and creating new programs for greater efficiency, and he felt that not <br />only did Mr. Williams deserve answers, but an increase in salary was <br />more than warranted. <br />Councilman Rehrer felt the Acting City Manager should be instructed to <br />negotiate with the City Treasurer. <br />On Council consensus, the Acting City Manager was instructed to meet <br />with the City Treasurer for negotiations. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Uniform Sign Program <br />Community Development Director Aguilera reviewed his memorandum regard- <br />ing the Courtyard Shopping Center Uniform Sign Program, advising the <br />Planning Commission has requested the Council allow them to review the <br />Courtyard Shopping Center sign criteria, since the PlanningCommission <br />was initially involved in the creation of the sign program, and they <br />will make a recommendation to the City Council. <br />Mr. Aguilera concluded Staff recommends the Council refer this item to <br />the Planning Commission for their recommendations. <br />Mr. Jonathan L. Zane, 958 North La Cadena Drive, Colton, speaking on <br />behalf of the Chamber of Commerce, stated he did not feel the City can <br />legislate what colors can be used or go together, and this should be <br />a businesses right to express their own logos and color scheme. The <br />Chamber of Commerce voted to recommend that businesses be permitted <br />the right to have their logos in nationally -known colors. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to refer the <br />matter of the Courtyard Shopping Center Sign Program to the Planning <br />Commission for recommendation. Unanimous vote. <br />ECONOMIC DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Parking <br />Economic Development Director Jennifer Thornberry reported on the interim <br />parking on "E" Street during the construction of the Senior Citizen <br />Housing Complex. <br />Mrs. Thornberry advised the site demolition includes removal of all paved <br />areas of the parking lot and the interim parking lot created for the <br />overflow of City Hall employee parking. Mrs. Thornberry stated in order <br />to provide for overflow City Hall parking, Staff has developed a plan <br />to provide for temporary diagonal parking on "E" Street until the design <br />for future permanent spaces can be completed.
