CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Inland Valley Development Agency <br />City Manager Leslie Keane reported from her memorandum regarding the <br />City of Colton joining a Joint Powers Authority being formed to rede- <br />velop Norton Air Force Base and the immediate surrounding area. Pur- <br />suant to special legislation, agencies which have property within a <br />three mile radius of Norton are eligible to participate, which would <br />include the County and City of San Bernardino, the Cities of Colton, <br />Loma Linda, Highland and Redlands. Each agency would put all, or a <br />portion, of its land within the project boundaries into the new rede- <br />velopment project, and property already included in a redevelopment <br />project would be excluded. <br />Ms. Keane continued the JPA would be governed by a 13 member board, <br />three members from the City of San Bernardino and two each from the <br />other jurisdictions. The board would make decisions regarding reuse <br />of the base, including scope of any future commercial airport use. <br />It could also fund public infrastructure improvements and low and <br />moderate income housing projects within member jurisdictions, and pro- <br />vide financial assistance to locate within the project area. Each <br />City would contribute the tax increment from its property within the <br />project area to redevelopment activities. It is currently proposed <br />that cities would receive a pass-through of fifty percent of their <br />current percentage of property tax as applied to new increment. <br />Ms. Keane advised agencies who join the JPA will have a period of time <br />to withdraw should issues associted with the agreement and the final <br />redevelopment plan not be resolved to their satisfaction. The cities <br />and County will also retain their individual abiliteis to make land <br />use decisions on property within the project boundaries. Actions, such <br />as eminent domain, would require a two-thirds vote of the agency board, <br />as well as a two-thirds vote of the legislative body in whose jurisdic- <br />tion property is located. <br />Ms. Keane concluded Staff is recommending Council authorize inclusion <br />of the City of Colton within the proposed Inland Valley Development <br />Agency and also authorize two Members to serve on the Board of Directors, <br />approve a draft of the Joint Powers Agreement, subject to approval by <br />legal counsel, Best, Best & Krieger, and minor modifications to be nego- <br />tiated by potential Agency Board members, and also authorize the City <br />of Colton Members of the Board to approve such modifications, and <br />approve the proposed redevelopment project boundary map. <br />After additional discussion, moved by Councilman Rios, seconded by <br />Councilman Lofy, to approve Staff's recommendations as outlined, and <br />appoint Mayor Gonzales and RDA Chairperson Cisneros to serve on the <br />Board of Directors, with RDA Vice -Chairman Lofy to serve as an Alter- <br />nate.
