sented to each of the winners of the Essay and Poster Competition spon- <br />sored by the San Bernardino County Commission on the Status of Women. <br />The winners were Carol Sigdestad, 3rd Place, Grades 9 & 10; Cosette <br />Zamarano, 1st Place, Grades 11 & 12; Rosa Delgado, 2nd Place, Grades <br />it & 12; Kimberly Curlett, 3rd Place, Grades 11 & 12; Catrina Cabrera, <br />2nd Place, Grades 5 & 6; Darcy Dahl, 3rd Place, Grades 5 & 6. Each <br />student also received a City of Colton pen and logo pin. <br />Plaques <br />Police Chief Paul Connolly presented a Plaque received from Governor <br />George Deukmejian on May 30, 1990, to the Colton Police Department <br />for its Grant Program - Colton Crime Resistance Action Project, <br />Chief Connolly outlined the various programs carried on by the Colton <br />Police Department, giving special recognition to Lieutenants Patrick <br />Crowe and Randy Heusterberg, Officer George Nunez and Community Services <br />Officer Barbara Butler -Bratton, Officer Mark Walters and Sergeant Frank <br />Sullivan. The Plaque will be displayed in the glass case in the lobby <br />of City Hall. <br />PUBLIC HEARINGS: <br />Landscape Maintenance District <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that <br />no protests or objections had been received. <br />Public Works Director John Hutton reported on the Landscape Maintenance <br />District Engineer's Report for the Fiscal Year 1990-91, which must be <br />adopted each year in order to assess fees to property owners for land- <br />scape maintenance. If the City does not adopt the Engineer's Report, <br />fees cannot be collected. <br />Mr. Hutton concluded if no protests are heard concerning the Engineer's <br />Report or the levying of assessments at the conclusion of the Public <br />Hearing, Staff would recommend adoption of the Report and approval of <br />Resolution Nos. R-63-90 and R-71-90. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilman Lofy, to close the <br />Public Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- <br />prove Resolution Nos. R-63-90 and R-71-90. Unanimous vote. <br />RESOLUTION NO.
