RESOLUTION NO. R-71-90 - RESOLUTION ORDERING THE CONTINUED OPERATION OF THE CITY OF COLTON LANDSCAPE MAINTENANCE DIS- TRICT NO. 1 CONFIRMING THE ASSESSMENT AND DIA- GRAM AND ORDERING LEVY AND COLLECTION OF SPECIAL ASSESSMENTS FOR FISCAL YEAR 1990-91. CITY TREASURER'S REPORTS AND RECOMMENDATIONS: City Treasurer Michael Williams read his memorandum dated June 11, 1990, to the Councilmembers regarding an increase in salary. Mr. Williams outlined the duties he has performed since taking office in November of 1988, the investments he has made for the City which has resulted in additional income and savings. Mr. Williams discussed his request for an increase in salary and the survey that was to be taken on his position, and his discussions with each Councilmember in this regard. Mr. Williams concluded he wanted answers to his questions, specifically to his request for an increase in salary. Mayor Gonzales stated he would support an increase in salary for the City Treasurer, he felt Mr. Williams was doing a very good job and was not being treated fairly. Discussion then followed between City Treasurer Williams and Councilman Rios regarding discussions they had and the requested increase in salary. No action was taken. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Human Services City Manager Edmund Sotelo reported from his memorandum regarding the reorganization of the Human Services Department, recommending the Council establish the Library as a separate department of the City, and the City, Librarian, David Davis, to be the Director of the Library. Mr. Sotelo further recommended adoption of the job description for City Librarian and approval of Resolution Nos. R-64-90, amending the City's Pay and Classification Plan, and Resolution No. R-65-90, transferring the City Librarian from the Management/Confidential Unit to the Executive Group. Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve Staff's recommendations as outlined, and adopt Resolution Nos. R-64-90 and R-65-90. Unanimous vote. RESOLUTION NO.
