RESOLUTION NO. R-71-90 - RESOLUTION ORDERING THE CONTINUED OPERATION OF <br />THE CITY OF COLTON LANDSCAPE MAINTENANCE DIS- <br />TRICT NO. 1 CONFIRMING THE ASSESSMENT AND DIA- <br />GRAM AND ORDERING LEVY AND COLLECTION OF SPECIAL <br />ASSESSMENTS FOR FISCAL YEAR 1990-91. <br />CITY TREASURER'S REPORTS AND RECOMMENDATIONS: <br />City Treasurer Michael Williams read his memorandum dated June 11, 1990, <br />to the Councilmembers regarding an increase in salary. <br />Mr. Williams outlined the duties he has performed since taking office <br />in November of 1988, the investments he has made for the City which has <br />resulted in additional income and savings. <br />Mr. Williams discussed his request for an increase in salary and the <br />survey that was to be taken on his position, and his discussions with <br />each Councilmember in this regard. <br />Mr. Williams concluded he wanted answers to his questions, specifically <br />to his request for an increase in salary. <br />Mayor Gonzales stated he would support an increase in salary for the <br />City Treasurer, he felt Mr. Williams was doing a very good job and was <br />not being treated fairly. <br />Discussion then followed between City Treasurer Williams and Councilman <br />Rios regarding discussions they had and the requested increase in salary. <br />No action was taken. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Human Services <br />City Manager Edmund Sotelo reported from his memorandum regarding the <br />reorganization of the Human Services Department, recommending the Council <br />establish the Library as a separate department of the City, and the City, <br />Librarian, David Davis, to be the Director of the Library. Mr. Sotelo <br />further recommended adoption of the job description for City Librarian <br />and approval of Resolution Nos. R-64-90, amending the City's Pay and <br />Classification Plan, and Resolution No. R-65-90, transferring the City <br />Librarian from the Management/Confidential Unit to the Executive Group. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve <br />Staff's recommendations as outlined, and adopt Resolution Nos. R-64-90 <br />and R-65-90. Unanimous vote. <br />RESOLUTION NO. R-64-90 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON AMENDING RESOLUTION NO. R-49-90. <br />4 <br />
